Citizen Participation and Deliberation Services

Description

The JRC is considering a framework contract with the objective to provide services to cover the conceptualisation, preparation and implementation of citizen participation and deliberation activities, including deliberative formats, led by, and in close collaboration with, the European Commission. This includes geographical scales from local through to multi-country activities. At the same time, the objective of this prior information notice (PIN) is to collect information from the market on a prospective call for tenders. The JRC is asking interested service providers, and particularly those with considerable relevant expertise and practical experience in the field, to respond to the following anonymous survey (https://ec.europa.eu/eusurvey/runner/FWC_CitizenEngagementEU) before 17 September 2021. All submitted data will be treated with strict confidentiality. Replies by other means will not be considered. Lot 1: The framework contract would include the following major types of services: setting up various methodologies to perform participant recruitment in accordance to pre-specified criteria; the recruitment, and interaction with, skilled facilitator teams in Member States; group facilitation; the planning, management and evaluation of in-person, online and/or hybrid participatory formats, including relevant logistical support; the selection, adaptation and evaluation of participatory methodologies and processes, their design, implementation and monitoring; audio-visual and other technical support; recording, transcribing and analytical processing of deliberative proceedings; design and publishing of related online and/or printed materials; performing research on policy-relevant themes; stock-taking analysis and situational analysis; delivering high-quality analytical and technical reports; aggregating insights and knowledge from participatory proceedings. This survey is in no way binding the JRC to procure; it is not an invitation to tender or a request for offer. The procurement of any services described in the survey may not necessarily take place. Any of the information submitted may be used in the development of future calls for tender. The JRC are not obligated in any manner to any respondent to this survey, except with respect to confidentiality obligations. The JRC will not discuss or negotiate responses to this survey.
