Description

Provision of Car Park Management Services for University Hospitals of North Midlands (UHNM) NHS Trust. Agreement for the safe and secure provision of Car Park Management services at UHNM's Royal Stoke University Hospital (RSUH) site. The services provided must be fully compliant to all UK legislation relating to car parking services. The agreement period will be for 36 months (with an option to extend for a further 24 months, and if extended, an option to extend for a further 24 months). The Service Provider shall: provide the Services at the Car Park during the Operating Hours and shall do so in accordance with the Service Specification; be responsible for making appropriate Paye deductions for tax and NI contributions from the remuneration which it pays to its personnel; provide a representative of managerial status to liaise with Trust's appointed representative; ensure the Services comply with all Applicable Laws; deal with all Complaints in a manner acceptable to Trust; maintain and if appropriate replace the Car Park Equipment; Deal with Gross Receipts (Gross Receipts shall belong to The Trust absolutely). Payments to The Trust — The Contractor will deposit all proceeds from car parking into the Trust's nominated bank account at a frequency agreed between the parties. Provide Management Information Reports issued within 10 days of the end of each Month during the Term. The Contractor shall maintain all accounting records that relate to this Agreement in accordance with the Generally Accepted UK Accounting Principles. The Contractor shall: Employ sufficient trained and competent staff to ensure that the Services are provided at all times and in all respects to the appropriate standard; ensure that every person employed by The Contractor in and about the provision of the Services are at all times properly and sufficiently trained and instructed; will ensure that all members of staff are to be smartly dressed and wearing appropriate uniforms; Comply in full with the requirements of all Trust Policies; shall provide a comprehensive External Security Service across the entire Trust Site(s); Provide SIA licensed personnel; will provide for Staff, sufficient clean protective clothing and uniform; Contractor staff will need to satisfy the standing requirements of British Standard BS7499 and BS7858 and NHS guidance for training and vetting; The Contractor will be registered with the Disclosure and Barring Service (DBS) and will ensure that all employees are vetted through the DBS prior to employment; Will hold a suitable SiA license which shall be provided for by the Service Provider; Will have undertaken security training, which shall be provided by the Service Provider. Patrols — The Contractor shall develop, implement and carry out frequent but random external patrols of the Trust site(s); The Contractor shall achieve within 12 months of contract commencement, accreditation for BS7499 (Code of Practice for the provision of static guarding and mobile patrols) and maintain this accreditation for the remainder of the Contract Period; Escorting — The Contractor shall provide routine escort duties. Disaster/Emergency Response — The Contractor shall ensure that all staff are aware of the major incident response and recovery plan and shall provide suitably trained Staff 24 hours a day, 365(6) days per year. The Conditions of Parking will be displayed at appropriate points within the Car Park at the Contractor's expense. Full criteria as stated in the procurement documents. The announcement of a possible future requirement is not to be construed as confirmation that a Contract will subsequently be issued. The issue of a possible future requirement, or the issue of an Invitation to Tender, is not to be construed as a commitment by the Authority to place an order as a result of the tendering stage or at a later stage. Any expenditure, work or effort prior to any Contract award is a matter solely for the commercial judgment of the Bidder.
