Thus far, the contract scope has been divided into three lots: — lot 1: Oksfjordhamn – Tverrelva, — lot 2: Tverrelva – Sandneselva, — lot 3: Sandneselva – Karvik. Lot 2 has detailed regulation and lots 1 and 3 are area regulated. It must be anticipated that the entire contract scope must be recalculated due to optimisation. Physical start and stop points must be adapted to the existing road. A thorough description of the scope of works and implementation requirements are in the tender documentation. The tender is implemented as a turnkey contract with project optimisation and target price based compensation. The builder's budget price (BBP) for the project is NOK 1.070 million. The E6 through Troms og Finnmark County is a main transport route both nationally and regionally. On the section between Tromsø and Alta the E6 goes over Kvænangsfjellet. This is a weather-exposed high mountain pass. In particular in winter there is avalanche danger and wind resulting in drifting snow. The problems are compounded by the road having a steep slope and poor curvature resulting in large vehicles at times being unable to proceed and obstructing traffic. The physical start and stop points of the project must be adapted to the existing E6. The contract scope is a total of 13 km. This is a result of parts of the current E6 being maintained as they are. In total, the project consists of: — two tunnels with a total length of 5 600 m (including the tunnel portals): • Mettevolltunnelen [the Mettevoll Tunnel], approx. 2 100 m (assessing possible shortening of the tunnel and other measures for landslide protection in the area), • Kvænangsfjelltunnelen [the Kvænangsfjell Tunnel], with a length of approx. 3 500 m. — open air road totalling with a total length of approx. 7 600 m, — construction of Suselva [the Sus River], — improvement of two tight curves between Rakkeneslia and Sørstrømmen. The tender is implemented as a turnkey contract with project optimisation and target price based compensation. The builder's budget price (BBP) for the project is NOK 1 070 million.
