Testing New Ferry Material and Ferry Systems — HSCF

Description

We would like to establish cooperation with HSCF for testing new ferry material and ferry systems as FK is assessing the future ferry solution for the town. HSCF is developing a zero emission multi-use ferry that is adapted autonomous fleet operation ('the prototype') and would like to carry out prototype testing in a fairway that is representative for the prototype's intended use and under operational conditions that, as far as possible, correspond to the real operating environment. The cooperation involves a test period for the operation of the prototype on the stretch Bekkhus (Kråkerøy) and Vaterland (Øra), or another suitable stretch as agreed between the parties. Fredrikstad Municipality intends to enter into a contract with HSCF Hydrolift Smart City Ferries AS for testing new ferry material and ferry systems. Fredrikstad Municipality has reviewed the tender and has not found other suppliers that can provide such services without cost for the municipality. The contracting authority intends to enter into a contract without a prior contest as there is only one specific supplier in the market that can offer this service in Fredrikstad Municipality, c.f. PPR §5-2 b).
