The multi-supplier framework will be established on a national basis and sub-divided into two separate lots: Lot 1: The Supply and Delivery of pumps, parts and accessories to Irish Water. Lot 1 is further divided down into the following sub-Lots: (a) wet well submersible pump(s), (b) dry well submersible pumps(s), (c) borehole/well pump(s), (d) macerator pump(s), (e) positive displacement/dosing pump(s), (f) end suction pump(s), (g) Multistage and Booster. Lot 1: tenderers shall be required to provide rates for pump accessories and pipework as part of their tender. successful tenderers for lot 1 shall fulfil the role of PSDP. Lot 2: The Supply and Installation of Pumps, Parts and Ancillary items for Irish Water. Lot 2 is further broken down into the following pump categories: (a) wet well submersible pump(s), (b) dry well submersible pump(s), (c) borehole/well pump(s), (d) macerator pump(s), (e) positive displacement/dosing pump(s), (f) end suction pump(s), (g) multistage and booster. Lot 1: The Supply and Delivery of pumps, parts and accessories to Irish Water. Lot 1 is further divided down into the following sub-lots: (a) wet well submersible pump(s), (b) dry well submersible pumps(s), (c) borehole/well pump(s), (d) macerator pump(s), (e) Positive Displacement/Dosing pump(s), (f) End Suction pump(s), (g) multistage and booster. Lot 1: Tenderers shall be required to provide rates for pump accessories and pipework as part of their tender. Successful tenderers for lot 1 shall fulfil the role of PSDP. In relation to all lots; The products/works are intended in the most part to be used for the repair, upkeep, maintenance and expansion of the national water infrastructure in connection with: • the abstraction, treatment and distribution of drinking water; • the collection and treatment of waste water and sludge disposal; • conservation of water supplies through maintaining and upgrading the infrastructure including investment in mains rehabilitation; • improve energy efficiency. Ancillary items shall include but shall not be limited to, support/positioning elements such as guide rails, duck feet, stools, adaptor plates, non- return valves and DI Piping. Tenderers shall ensure that pumps offered to Irish Water have multiple supply routes within Ireland, i.e. sole agents and discontinued products shall not be accepted either. The successful tenderers shall be required to provide technical support to the contracting entity where required including condition surveys and scheme designs. Interactions between the lots: The lot 2 tenderers only include the price of installation in their pricing schedules — when buying from lot 2, Irish Water will specify the items required by name and the successful lot contractors will buy these items from the lot 1 suppliers under the terms of the equipment supply agreements. The lot 1 suppliers rates will be provided to the lot 2 contractors at call-off stage and will be included in the price of the lot 2 work order. The lot 1 suppliers will be required to extend credit facilities to the lot 2 contractors on a 45 day end of month basis. The (confidential) percentage discount, as indicated by the lot 1 suppliers in the pricing schedule, shall be rebated directly to the contracting entity on a quarterly basis at the applicable rate. A balance statement shall be provided by the lot 1 supplier within 7 days of the end of a quarter, to itemise the quantum of goods supplied and the discounted sum due to the contracting entity. The actual sum due, shall be paid to the contracting entity 91 days after a quarters end (to facilitate payment collection by the supplier, from the lot 2 contractors). Lot 2: The Supply and Installation of Pumps, Parts and Ancillary items for Irish Water. As per lot 1, lot 2 is further broken down into the following pump categories: (a) wet well submersible pump(s), (b) dry well submersible pump(s), (c) borehole/well pump(s), (d) macerator pump(s), (e) positive displacement/dosing pump(s), (f) end suction pump(s), (g) multistage and booster. There shall be no sub-lots provided for under lot 2. The responsibilities of the successful tenderers on lot 2 will include the provision of all works and services associated with the following: • upgrading, replacing or providing pumping equipment; • upgrading, replacing or providing accessories associated with pumping equipment; • testing, commissioning and certification of the works; • measurement and verification of energy efficiency improvements; • all ancillary civil engineering works associated with the primary works. The successful tenderers for lot 2 shall fulfil the role of PSDP, Designer, PSCS and contractor under the safety, health and welfare at work (Construction) Regulations 2013 for all works to be provided under the framework agreement.
