The Borough Council of Calderdale is intending to award a contract an existing provider following direct award process C. LOCALA will deliver the requirements of the Healthy Child Programme to 5-19 and up to 25 for children with Special Educational Needs and Disabilities including mandated delivery of the National Child Measurement Programme (NCMP.) The lifetime value of the contract is £3,356,753.75. The service is intended to be provided from the 10th July 2025 for five years to 9th July 2030. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and Procurement Act 2023 do not apply to this award. The day after the publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight 2 July 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be sent to procurement@calderdale.gov.uk The award decision-makers for this contract are the Borough Council of Calderdale Public Health Leadership Team. Declared and potential conflicts of interest were assessed, and none were identified. Each of the key criteria were given equal weighting as no single criterion is of higher priority than the others for the successful delivery of the Healthy Child Programme and the related population outcomes for the people of Calderdale. Quality and innovation 20% - The Provider has demonstrated initiative in innovation by visiting and engaging with providers of similar services elsewhere. Innovative approaches have been adopted. - The Provider collaborates on service development and testing out new ways of working, including integrated delivery with partners. - Compliance with NICE guidance, updates and emergent evidence around best-practice, set out in the practice procedural document. - Actions from Serious Practice Reviews and Domestic Homicide Reviews are cascaded and changes to practice identified and submitted to the Quality Impact Assessment Panel, where proposals are scrutinised to ensure there is no detrimental impact on any service users and quality is maintained. - Service is delivered safely, including safeguarding reviews and reports. All incidents, events and near misses are recorded, and learning put in place from these reports. These are reported at the Performance Management Meetings to ensure a high level of compliance. - Service user feedback is collected and used to inform service improvement. - Awarded a CQC good rating. Value 20% - Historically Calderdale spends less on child's public health however gets better outcomes. - It may be possible to procure a similar service at a lower value. However, the cost of resources to mobilise a new provider to the same levels of quality, activity and partnership working would outweigh financial savings. - Provider signposts people to relevant services. - The service consistently performs higher than minimum requirements in the National Child Measurement Programme. Integration, collaboration & service sustainability 20% - Operational leads are core members of the Starting Well and Developing Well Partnership Boards. -Collaboration on the development of integrated models of support for children and young people. - Development and delivery of the local Family Hubs programme and integration with other services - The provider has demonstrated their ability to retain staff and provide opportunities for career development. Improving access, reducing health inequalities, and facilitating choice - The Provider has maximised the benefit of the National Child Measurement Programme in raising awareness of the Service, and the wide range of support they can offer. - Reducing health inequalities is a core part of Locala Health & Wellbeing 2024-2027 Strategy and Locala's mission. They are committed to reducing health inequalities through targeted action for priority groups, coordinated by a dedicated multi-disciplinary team. - The Provider collects data on outcomes of their service population. Social value 20% - As a Community Interest Company and Social Enterprise any profit is reinvested into improving services or for Social Value initiatives and grants to support the health and wellbeing of communities - Achieved the Social Value Quality Bronze accreditation in 2023. - Accreditation for Investors in people - silver; Disability Confident Employer, is a member of the Fair Work Charter, and a Timewise partner. - The Provider offers development posts and upon completion opportunity for employment in recruiting and retaining School Nurses. - Apprenticeship offers, mentee training schemes, and young people's advisory panel opportunities in 2024 offering employment opportunity to our communities. ## Contract award Title: Provision of Public Health Services - Public Health Young People's Service
