Early Learning and Childcare Services for eligible 2, 3 and 4 years old children in West Lothian A Flexible framework for early Learning and Childcare to supplement in house service provision. Service providers appointed to the framework have passed the Qualification Stage, demonstrated that they meet all the requirements of the National Standards Criteria and sub-criteria and have indicated that they are prepared to accept the Council's hourly rate of 6.80 GBP per hour.
