Description

National Highways is seeking specialist technical resources, with an understanding of National Highways' standards, policies and processes, to undertake a business requirements capture task for two critical service areas: - The Asset Management of National Highways' Structures assets, and - The Works Ordering System, which supports works management, asset management, and commercial processing across all asset types. This combined discovery exercise will define the future system requirements for both the Structures Asset Management capability and the replacement of the Works Management system, ensuring that functionality across operational delivery, asset lifecycle tracking, and financial governance is fit for purpose. The Structures Asset Management service provides the following capability, which requires continuous development to align with evolving business needs and strategic direction: - Understand asset needs to inform renewal and maintenance planning - Report to Office of Rail and Road (ORR) - Undertake long-term investment planning, including business case development for Road Period 3 and beyond - Undertake asset valuation - Understand condition and inventory data - Ensure compliance with Design Manual for Roads and Bridges (DMRB) In parallel, the Works Management system supports critical works ordering processes across National Highways, including the initiation, management, and closure of works, as well as the commercial workflows required for payment validation, contractor performance monitoring, and audit trails. It is essential that the future Works Management System maintains and improves upon these capabilities. The objective of this task is to capture a comprehensive set of business and technical requirements across both service areas. This includes process mapping, data modelling, reporting structures, commercial workflows, user roles, and functional justifications-translated into a requirements catalogue to support future system design or procurement activity. Key areas of focus for this task include 'as is' and 'to be': - Business processes for Structures and works ordering (including commercial workflows) - Asset and works data requirements, including justification for Carriageway, Ancillary, Pavement, and Structures assets - Reporting, audit, and financial reconciliation needs - User roles, personas, workflows, and system interactions - Functional requirements and user stories with justification and acceptance criteria - Alignment and assurance of all business and data needs across asset and operational systems - Gap analysis and strategic recommendations to inform future capability
