The Trust is seeking to establish a procurement framework, via a Dynamic Purchasing System (DPS), which will enable suppliers, including but not limited to, Small to Medium Sized Enterprises (SME’s), Business Start Ups and Entrepreneurs, to introduce new innovative products (goods and / or services) into healthcare supply markets to stimulate competition, improve quality and provide innovative solutions to healthcare related problems experienced by clinicians and other healthcare professionals. It is expected that the products will be mainly medical technological solutions which solve healthcare related problems identified in hospitals or other healthcare related facilities but each product will be judged on its merits with regard to whether it meets the criteria for inclusion on the framework. The Dynamic Purchasing System is being undertaken to put in place framework agreements with suitable suppliers of medical technology products which can truly be considered “innovative.” Any product which is currently widely used in the healthcare sector or has alternative competition in the marketplace which offers similar solutions would not generally be considered as meeting this requirement. The requirement will be split into Lots, as follows: Lot 1: Medical consumables Lot 2: Medical Equipment and Devices Lot 3: I.T. related products (e.g. software, apps, etc.) After framework award, any healthcare organisation which wishes to procure against the framework would be required to run a further competition inviting all relevant framework holders to bid for supply of the respective requirements. Only in instances where it is clear that there is no similar product on the framework would a direct contract call off award be allowed.
