Summary of work Social Care Wales are seeking to appoint a suitable support to support the operationalisation of their digital strategy, advising on platform selection, digital procurement specifications, product designs, API strategy, data structures and relationships, GDPIAs, Cyber resilience, infrastructure design onsite/ cloud solutions. Also to advise on SaaS and open source solutions as required to support our digital strategy and digital transformation projects. The Supplier will provide support in the following areas: • Digital architecture design and delivery • Developing & evolving, Azure data factory model • Data Analysis development • Data governance • Systems and cloud integrations • Digital Applications development and Support Procurement expertise • Service design • Delivery management • Digital Procurement • In house Team mentoring If you require any information in relation to this opportunity in Welsh, please email procurement@socialcare.wales Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done Our digital strategy seeks to embed user centred approaches and standards which aims to develop and build on our systems and data generated to improve our information and insight. The Supplier will work with non-technical teams and external delivery partners to agree technical architectures that maximise potential of our systems whilst minimising ongoing support costs and functional duplication. We are expanding our in-house teams skills, depth and resilience across our ICT, Dynamics 365 and Digital teams to support future growth as our digital platforms develop and applications support is brought into our azure tenancy. We have a number of new digital projects in progress across the organisation. These projects are working within the digital framework and pathway set out in our digital strategy. We operate a hybrid cloud model with plans to migrate finance this year to enable a fully cloud deployment within our Azure tenancy. We have recently implemented MS Teams for telephony and plan to implement a CTI platform to integrate this with our MS Dynamics CRM. We are establishing a Digital Strategy board to co-ordinate digital initiatives, develop and agree of common technical and data standards, establish organisation wide change control and oversee the development of user journeys. The business problem Our Digital Strategy outlines the future operating model. At a high level this is based on complete integration of our services to provide a coherent and user focused digital experience that brings resources to the user to simplify their interactions with us. The current systems have been implemented at different points of time by different teams, there are common threads running through the capabilities, such as SSO and Google Analytics that support the future strategy, but the data exists in silos and does not support the realisation of user journeys and insight. To deliver the user-based journeys, which built around personas, there needs to be tighter integration of the data collected. This tighter integration, coupled with planned Data Architecture will be used to outline the data models that will be required to build out the personas and use the power of the existing Microsoft (and other investments) to transform SCW into the data driven organisation we are becoming. Our challenge is to effectively communicate and deliver this vision to establish the digital and data sharing infrastructure to achieve the value add to their products of this integration in terms of user reach, insight and potential for engagement and VFM. User type: Social Care Wales; Public Sector Organisation Definition: We need to make sure we have fully resourced teams with skills, investment and upskilling opportunities so that we deliver on our Digital ambitions. Work done so far We have an approved digital strategy and digital architecture road map. Systems are cloud based in an Azure tenancy. Revised Digital Governance arrangements are being implemented to determine common standards to enable platform integrations which are at a variety of stages. Some SSO and B2C API work is completed between applications as well as a rationalisation of CMS web platforms. Next stage developments will seek to develop our data verse and analytics capabilities based on audience personas. Our aim, is to consider and design into our applications’ seamless user journeys across our digital estate and maximising insight to enhance service value. Our initial planning estimate of requirements being 3-5 days per month on average across the skill sets specified to support skills gaps within our teams, provide external challenge, expertise and assistance in direction setting and issue resolution.
