Description
The scope of the procurement is to: • design, develop the IT infrastructure and relevant software for a worldwide advanced interference detection system accessible from internet, following a cloud computing model, where third-party providers offer software applications to consumers over the internet; • run a pre-operational testing phase to verify the functionalities of the system. The purpose of the procurement is to improve GNSS interference detection capabilities of spectrum management authorities, which are currently limited (either geographically and in reporting capabilities). The project and the relevant contract are organised in two stages, taking the form of a conditional-stage payment contract as follows: (a) the first stage consists in a worldwide overview of the public regulatory framework for the reporting of GNSS interference, with a particular focus on EU Member States. In addition, the contractor shall develop a GNSS interference reporting procedure to public authorities and update the GSA radiofrequency threats database. This stage shall last 3 months; b) the second stage of the contract targets the design, development, pre-operational testing and the handover of the system. This stage shall last 45 months.
