Description
TfL is establishing a single contract for the maintenance of TfL’s piers on the River Thames. The scope of the contract will include: planned preventative maintenance which includes proactive minor capital renewals, cleaning, mechanical and electrical activities, emergency (incident), reactive response and winter maintenance, safety patrols/inspections, health and safety assistance to third parties, minor capital intervention works including any necessary design input, and dredging. Lot 1: This contract relates to the maintenance of TfL’s piers on the River Thames. The current River Thames river are as follows: Festival Pier, Blackfriars Pier, Bankside Pier, Tower Pier, Greenwich Pier, Millbank Pier, Westminster Pier, Embankment Pier and Temple Pier and the contract requires the provision of services (including any ancillary works and/or supplies) in respect of these piers from the commencement of the contract. The old Blackfriars Pier and Woolwich Pier are also included within the scope of this contract and TfL may instruct the provision of the services (and any ancillary works and/or supplies) in respect of one or both of these piers during the life of the contract. TfL may also instruct the provision of the services (including any ancillary works and/or supplies) in respect of other river pier assets that TfL acquires and/or for which it becomes responsible for maintenance during the life of the contract. The requirements under this contract will include routine maintenance, safety inspections, testing and reporting of: • the mechanical and electrical components; • navigation lights; • lifting apparatus; • lighting systems; • pump systems; • staff facilities; • public facilities; • drainage; • ventilation; • gas detection; and • fixed fire alarm systems. It will also include the routine maintenance and reporting of the ‘fabric’ of the piers (in accordance with applicable structural and marine regulations); and facilitating inspections by TfL’s Conditions Assessment Framework contractor (see ‘VI.3) Additional information’). The contractor will also be required to provide a 24-hour a day, 365 days a year incident (emergency call out) and reactive response service; and a winter maintenance standby service during TfL’s winter service season (annually from the 15th October until the 15th April), which includes salt provision and spreading of the piers and approaches when required. The scope also includes non-routine maintenance for activities (including any necessary design input) for works such as defect rectification, dredging, the replacement of minor assets such as port doors, air conditioning units and some minor capital renewals such as decking replacement.
