Description
North of England Commissioning Support (NECS)is a commissioning support service hosted by NHS England and is working for and on behalf of NHS England (North East and Yorkshire) and NHS England South West (the Relevant Authorities) who intend to follow the MSP process to award contracts for the provision of Health Visitor Vaccination Pathfinder Project to enhance Routine Childhood Immunisation uptake for 0-5 years in the following areas: • Lot 1 - North East Lincolnshire • Lot 2 - Hull and East Riding • Lot 3 - Somerset The Health and Social Care Act 2012 set out a Local Authority's statutory responsibility for commissioning public health services for children and young people aged 0 to 19 years, this includes the requirement for Local Authority's to commission to 5 years Health Visitor Services. In order to deliver the Health Visitor Vaccination Pathfinder Project, the MSPs MUST hold a current and valid commissioned Health Visitor Service Contract with the Local Authority within the designated lots/localities for which they are expressing an interest in. All potential providers who do not meet this requirement will immediately FAIL the MSP process assessment and will be excluded from any further assessment. MSP's have been identified under the PSR 2023,MSP process for the provision of Health Visitor Vaccination Pathfinder Project to enhance Routine Childhood Immunisation uptake for 0-5 years and the MSP's will be required to accept the terms and conditions and be compliant with the requirements of the NHS Standard Contract 2025_26 (or any edition or any subsequent revisions). The MSP process allows for Expression of Interest (EOI) from other suitable and qualified providers as part of this process, and it should be noted that the result of this may be to terminate the MSP process and undertake a competitive process following assessment of other interested provider(s) should more than the MSPs be identified as capable provider(s). Contracts will run for an initial term of 14-months from 01 February 2026 until 31 March 2027, with the option at the discretion of the Relevant Authorities of extending the contract for a further 12-months and further 12-monthly increments up to the expiry date of the Local Authority Health Visitor Service Contract subject to the availability of funding and satisfactory financial and contractual performance. NECS is utilising an electronic tendering system to manage this MSP and communicate with potential providers, accordingly there will be no hard copy documents issued, and all communications with the Relevant Authorities and NECS, including your expression of interest and provider response submission, will be conducted via the e-Tendering portal. This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The intention is to award contracts using the most suitable provider process. The decision will be made for Lot 1 & Lot 2 by: • Deputy Head of Public Health - (NHSE North East and Yorkshire) • Screening and Immunisation Place Lead (North Lincolnshire and North East Lincolnshire)- (NHSE North East and Yorkshire) • Screening & Immunisation Coordinator (Place Lead - Hull & East Riding) - (NHSE North East and Yorkshire) • The Public Health Commissioning Committee-(NHSE North East and Yorkshire) • Finance Manager - (NHSE North East and Yorkshire). The decision will be made for Lot 3 by: • Public Health Commissioning Officer (CQRS) -(NHSE South West Collaborative Commissioning Hub) • Head of Public Health Commissioning - (NHSE South West) • Senior Finance Manager - (NHSE South West). The Relevant Authority will select the MSPs based on the following stages: 1) A potential provider MUST be delivering and hold a current and valid commissioned Health Visitor Service Contract with the Local Authority within the designated lots/localities for which they are expressing an interest in. 2) The potential provider will have to satisfy the Basic Selection Criteria Part 1, Part 2 and Part 3a. 3) The potential provider will then be assessed against the Key Criteria as set out below to determine the MSPs. a) Quality and Innovation - Pass/Fail b) Integration, collaboration, and service sustainability - Pass/Fail b) Improving access, reducing health inequalities and facilitating choice value - Pass/Fail c) Value - Pass/Fail d) Social Value - Pass/Fail e) Declarations - Pass/Fail f) Financial Due Diligence - Pass/Fail
