Summary of the work Develop an interim GDS compliant website for Social Work England Expected Contract Length 5 Mar - 20 Apr 2018, maintenance to Sept 2019 Latest start date Monday 5 March 2018 Budget Range up to £35,000 (exclusive of VAT and expenses) Why the Work is Being Done Social Work England is due to become the regulator of social work in England. SWE will be independent from Government. It will be responsible for protecting the public, promoting public confidence in social workers and setting quality criteria for development of social work standards. An interim, basic, static, stable, accessible and branded SWE website is required on socialworkengland.org.uk in April 18 to present transition, ‘about us’, consultation and contact information. As part of our wider programme for building the new organisation, the accessible and GDS compliant interim website written in plain English needs to support the establishment of SWE. Problem to Be Solved - Interim website to be delivered by 20 April 2018, if not before - Integrate SWE branding web design templates - Engaging web copy based on SWE existing communications and briefings - Two stages of development: 1) sample wireframes 2) website delivery - Work on different devices / browsers - Be GDS design principles compliant - Link to social media - Reliably host website - Thoroughly tested before go-live - To be available on socialworkengland.org.uk - Articulate what the basic user needs are of the service and how it satisfies them Who Are the Users Social workers, their employers, regulators, local authorities, opinion-formers, media and press, political representatives (such as MPs and government researchers) and policy makers to find transition and consultation information, news and contact details, the general public to find about us, for information and contact details, potential employees to find recruitment information and contact details. They will need to access the service 24/7. Early Market Engagement A pre-discovery on the strategic project so far has included research on exemplar regulators. By the time of appointment for this tactical and interim build, two sprints of Discovery will have taken place for SWE digital services looking at the register and other core services. Core communications materials on SWE to be converted as part of this project into clear web content. Work Already Done Branded web templates designed by branding agency Design 102. Do you have a preference for CMS technology choice, or is Wordpress simply an example? Wordpress is an example. We have no preference. The technology needs to support our requirements as stated. 2. Can you provide some examples of what the website will need to contain? - Explain SWE’s role and the process of transition from current model to new- Provide signposting to consultation opportunities and information- Provide contact information- Enable recruitment to the new organisation by signposting to recruitment campaigns - Building SWE’s profile as the new regulator - Banner to clearly state it is an interim solution “This is a temporary site. SWE will become fully operational in xxxx and we will launch a full website at that point.” 3. Is there a need for maintenance or training? - Enable SWE to post static updates and pages themselves for the life of the service between April 2018 and the launch of the strategic website in September 2019 (via simple content management system or similar)- Training on easy to use content management system- Maintain the interim service until strategic solution launches 4. Would it be possible to see the branded templates which have already been produced by the design agency please? It is not possible at this stage. Please could you advise whether ongoing maintenance will involve updating and modifying the site as additional content is released? If so, please confirm whether the site will remain text-based or whether there is any expectation that additional functionality will be added within the tender price? Ideally any changes would be made by Social Work England using an easy to use content management system. The site will be a ‘static’ site. At the most we expect to be needed to add an embedded video or image. After initial go live all subsequent content will be written by Social Work England. 6. Please could you estimate how many content changes will be required during the contract period? We expect the content changes to be infrequent. We expect content changes to be needed for periodic recruitment campaigns, updates on consultation, transition, messages from chair or CEO and senior appointments. 7. What are your plans for the recruitment you mention? Our current understanding is there will be two stages: 1) Tactically: information web copy and allowing prospective candidates to send in their CV and application attachments to the Social Work England email via a simple form.2) Strategically: information web copy and linking to recruitment agency via an external deep link 8. Can you confirm if you would like user testing included as well as QA testing? If so, will the supplier have responsibility for sourcing test subjects? The service supplier can choose the methodology but we would suggest testing should be part of the process before go live. We would expect to primarily test on users within SWE rather than external users.External user research will be taking place as part of another project during the interim website development so there may be opportunities for you to also use these to test at a high-level. 9. In terms of content, do you expect to be adding and updating downloadable documents like PDFs? Yes, this is very likely. Are you able to provide any more details about the scale of the website? Do you expect the ability to make changes to structure over time? e.g. new sections. As the interim website is a temporary and transitional website we do not expect many changes beyond those that we have already detailed. We do need a content management type system to add and amend content. As the organisation is developing there may be a need to add a different section depending on need but these won’t be dynamic services as the organisation won’t be operating. 11. Do you require a certain level of uptime/service guarantee from the hosting provider? We would expect 99.9% uptime / service guarantee. 12. With regards to hosting and infrastructure design, is there anyone other than the direct project team we'll need to liaise with or seek approval from? - e.g. departmental IT. As part of our project team our architecture partner will provide approval and liaison. 13. With regards to social media, do you have these accounts already? If so, can we ask which social networks you’re using? We have Twitter, Facebook and Instagram ‎accounts registered to be ready to use. 14. Do you have a registered domain? If so, do you have control over the DNS servers? We have six registered domains that will be forwarded to the main domain socialworkengland.org.uk. We have access to change the DNS records. 15. What form do the branded templates take? Are they HTML/CSS, or Photoshop visuals? We will be providing templates in Psd format for all website designs. Upon appointment the design agency will work with the successful supplier to develop the website templates based upon their specs and build dimensions
