Luton CCG acting as lead commissioner on behalf of the partner organisations which include Luton Borough Council and NHS England (Hertfordshire and South Midlands Area Team), is seeking expressions of interest from suitably qualified service providers to deliver a range of Community, Mental Health and Intermediate Care Services for the population of Luton. Luton CCG has categorised the services to be provided into four separate lots as follows: Lot 1. Community health services; Lot 2. Mental health services including specialist LD (excluding CAMHS, IAPT and lower level mental health services); Lot 3. Child and Adolescent Mental Health (CAMHS); and Lot 4. Intermediate care. Bidders may bid for one or more lots and may form partnerships with complementary organisations to offer enhanced service provision to deliver the optimum service model. Contract(s) will be awarded for an initial period of 5 years, with an option to extend for two periods of 12 months each at the CCG’s discretion. The procurement process will be a multi-stage Competitive Dialogue and a short-listing process will take place based on the Pre-Qualification Questionnaire (PQQ) submissions, as well as at iterative Invitation to Tender (ITT) stages that follow. The three highest scoring bidders for each lot at the PQQ stage will be shortlisted to the Invitation to Participate in Dialogue (ITPD) stage. Shortlisted bidders will also be eligible to participate in dialogue for any other lot where they have met the minimum threshold, so as not to preclude discussion on possible integrated provision.
