Summary of the work Provision of specialist advice on agile transformation. Advising the senior team on the right approaches to maintaining and developing an effective agile culture within SEPA in the medium term. Specialist role Portfolio manager Expected Contract Length 12 weeks initially with possibility of extension (25/09/17 to 22/12/17) Latest start date Monday 25 September 2017 Maximum Day Rate £850 Who Speclialist Work With Working with senior managers (particularly the Digital Delivery Service Manager) responsible for the delivery of priority digital services. What Specialists Work On Work with senior staff to map out and deliver a smooth transition to agile ways of working across SEPA. Advise on the set up and management of new project teams using agile techniques to deliver user centred digital services. Help, asess and mitigate any significant associated risks. Advise on how best to deal with issues as they arise and carry out a maturity assessment at the end of the contract. Work with the Digital Delivery Service Manager to ensure adoption of agile best practice and culture, skill transfer from short term consultants within the delivery teams and successful service delivery. Skills & Experience • Significant experience (10 years+) of agile transformation within private and / or public sector organisations; • Direct experience of implementing agile approaches aligned with GOV.UK (Digital) Service Manual and Scottish Government Digital First principles. • Track record of presenting digital concepts to, and securing buy-in from, senior management; • Demonstrable understanding and experience of a range of agile team roles; • Well-developed knowledge of different technical platforms; Nice to Haves Be an agile pragmatist and be able to help manage the alignment of agile best practice with elements of waterfall delivery where appropriate. Work Location Scottish Environment Protection Agency Angus Smith Building, Maxim 6. Parklands Avenue, Eurocentral, Holytown, North Lanarkshire, ML1 4WQ Working Arrangments Provision of support and advice to senior managers. Up to 2 days a week (14 hours) on site for face-to-face meetings. Can you please clarify: Do you need the contractor 2 days a week (14hrs) in total or you need them full time but this is how much time you want them onsite? This role is a part time role up to 14 hours in total (2 days). Both days are working on site with SEPA staff. 3. Does this role fall inside or outside of the "off payroll" working legislation? o If the applicant is working through an intermediary which is either a partnership, limited company or other person not being an agency, they fall within IR35o If the applicant is a consultancy company or agency who pay tax and NIC, they will fall outside IR35o If the applicant is a sole trader, they will need to be treated as employedo Ultimately we are unable to confirm the IR35 status until the evaluation process is complete, the successful candidate is agreed and the individual’s circumstances are processed through the HMRC ‘check employment status for tax’ tool. 4. Is this a part time requirement 2 days per week or is it a full time role with the specialist only required on-site 2 days per week? This role is a part time role up to 14 hours in total (2 days). Both days are working on site with SEPA staff. 5. Is this role expected to be inside IR35? o If the applicant is working through an intermediary which is either a partnership, limited company or other person not being an agency, they fall within IR35o If the applicant is a consultancy company or agency who pay tax and NIC, they will fall outside IR35o If the applicant is a sole trader, they will need to be treated as employedo Ultimately we are unable to confirm the IR35 status until the evaluation process is complete, the successful candidate is agreed and the individual’s circumstances are processed through the HMRC ‘check employment status for tax’ tool. 6. Regarding the BPSS clearance status, if the candidate does not hold active BPSS clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance. BPSS is the minimum security clearance that is required to have access to SEPA’s buildings and systems. The applicant must have BPSS on the day they start working with SEPA regardless of what country they are from. It is the responsibility of the applicant to apply for and pay for the security clearance. 7. Can any other higher security clearance be considered? At this stage a requirement for higher clearance is not envisaged. BPSS is the minimum security clearance that is required to have access to SEPA’s buildings and systems. The applicant must have BPSS on the day they start working with SEPA regardless of what country they are from. It is the responsibility of the applicant to apply for and pay for the security clearance. 8. What is the lead time for feedback once the application is submitted? We are working to complete evaluation within one week, by 12 September. 9. Will this role be within IR35? o If the applicant is working through their own intermediary which is either a partnership, limited company or other person not being an agency, they fall within IR35o If the applicant is a consultancy company or agency who pay tax and NIC, they will fall outside IR35o If the applicant is a sole trader, they will need to be treated as employedo Ultimately we are unable to confirm the IR35 status until the evaluation process is complete, the successful candidate is agreed and the individual’s circumstances are processed through the HMRC ‘check employment status for tax’ tool. 10. Is occasional remote working allowed? The role is based on site 5 days a week. 11. Is the rate inclusive or exclusive of VAT? Exclusive of VAT 12. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role? SEPA will only consider candidates who have the right to live and work in the UK, so in effect those with valid visa’s which will still be live during the period of contract. 13. Is this role 5 days a week but just 2 on site? Or just a part time 2 days a week role? This role is a part time role up to 14 hours in total (2 days). Both days are working on site with SEPA staff. 14. Both experience are mandatory for this role "GOV.UK (Digital) Service Manual" and "Scottish Government Digital First principles" OR will you consider if candidate has one of them experience One or other is mandatory but it is preferable that applicants have experience of both. 15. What are the other expenses which will be paid? o No other expenses will be paid other than travel and subsistence costs relating to the delivery of the role (if required). These expenses shall be aligned to SEPA’s Business Expense Rates (excluding VAT) as follows: Motor vehicle mileage 38p per mile Hotel (including breakfast) £71.00 per person per night Lunch £6.00 (if staying overnight) Dinner £21.00 (if staying overnight) 16. Is there any travel involved in this role and will the travel expenses be paid? o Travel is not envisaged at this stage. If travel is required, travel and subsistence costs relating to the delivery of the role shall be aligned to SEPA’s Business Expense Rates (excluding VAT) as follows: Motor vehicle mileage 38p per mile Hotel (including breakfast) £71.00 per person per night Lunch £6.00 (if staying overnight) Dinner £21.00 (if staying overnight)
