Leicester City Council (‘the ‘Authority’) has concluded its procurement for the provision of Pathway 2: rehabilitate, reable and recover (RRR) Discharge to Assess (D2A) services for people in Leicester and Leicestershire. Leicester City Council lead the procurement on behalf of the NHS Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB), Leicester City Council, Leicestershire County Council and Rutland County Council. Lot 1: Lot 1 Reablement and Rehabilitation Pathway (therapy-led beds) For Lot 1 Block Contract/s are awarded. For Lot 1, the proposed Block Contract will be for an initial period of 2 years to commence on 1 July 2023 to 30 June 2025 with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period or periods up to a total of 24 months to 30 June 2027, taking the contract term to a maximum of 4 years. Lot 2: Lot 2 Reablement and Recovery Pathway beds For Lot 2 Framework Agreements were awarded. The Framework Agreements will be Open Framework Agreements. Throughout the duration of the Framework Agreement, the Authority may review the Framework Agreement and may open it to the market for new appointments to it at its own discretion when a service need arises. A service need includes (but is not limited to): a) a lack of capacity from current contracted Providers and therefore there is a need to supplement the Framework List of Providers beyond the numbers initially appointed to the Framework Agreement; b) an increase in the volume of Service Users requiring Services under the Framework Agreement; and c) to replace (if required) contracted Providers who have been removed, suspended from the Framework Agreement or did not agree to provide the Services within any Extension Period. For Lot 2, the proposed Framework Agreements will be for an initial period of 2 years to commence on 1 July 2023 to 30 June 2025 with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period or periods up to a no more than 24 months in total to 30 June 2027, taking the contract term to a maximum of 4 years.
