Description

The publication of this PIN starts the market engagement process for Somerset Council’s (the Authority’s), major highway and capacity improvement works at Dunball Roundabout, near Junction 23 of the M5. The Authority wishes to engage with potential suppliers with an expertise in the successful delivery of similar services and provide an overview of the Authority’s proposed approach and procurement process. The Authority wishes to enter into a NEC3 Engineering and Construction Contract for this work. The objective of the Authority is to deliver the following outcomes: • Increase capacity of the existing Dunball Roundabout, which will contribute towards the release of both Employment and Residential Developments in the wider Bridgwater area • Provision of additional facilities for non motorised users along the A38 corridor • Construction to be undertaken with least possible disruption to travelling public, and adjacent frontages, whilst still being undertaken with the highest priority being given to Health & Safety. Whilst the Authority is planning on entering into contract for the proposed work at Junction 23, there is also a desire by the Authority to include at a later date, by means of negotiation with the successful contractor, additional highway work in relation to the A38 MRN corridor within Somerset, which may include the following: • Major highway and capacity improvement works at Edithmead Roundabout near Junction 22 of the M5. • Junction improvements at Cross. • An improved crossing at the A38 Strawberry Line crossing on Shute Shelve. This additional work on the A38 MRN is at the sole discretion of the Authority and is by no means guaranteed. It will also be dependent on agreeing, by negotiation, a mutually acceptable and competitively justifiable price/programme for the additional work. The Authority is publishing this PIN to inform the market of its intention regarding the above. A Market Engagement Event will be hosted online by Somerset Council on Wednesday 21st February 2024 at 12:00 Suppliers who wish to participate in this information sharing session need to register their interest through the listing posted on the Supplying the South West portal to receive the event link to be hosted through Microsoft Teams. Lot 1: Description of intended major highway and capacity improvement works at Dunball Roundabout, near Junction 23 of the M5: The works are in Bridgwater, Somerset and include but are not limited to : • Construction of a ‘cut through’ through the central island of the existing roundabout from south to east • Widening of all approaches to roundabout • Signalisation of junction • New at grade pedestrian / cycle crossing facilities on the southern, western and northern approaches to the junction. • New at grade pedestrian / cycle crossing on the A38 to the north near the junction with Downend Rd • Provision of enhanced pedestrian / cycle facilities • Extensive new surface water drainage • Provision of lighting & Signage & • Extensive utility service protection works together with limited diversionary works Description of possible future work, at the sole discretion of the Authority, for additional highway works along the A38 MRN corridor in Somerset: The works at Edithmead (M5 J22), Somerset involve works on both the Local Authority Highway Network and National Highways Network and include but are not limited to: • Construction of a ‘cut through’ through the central island of the existing roundabout from East to north • Widening of all approaches to roundabout • Signalisation of junction • New at grade pedestrian / cycle crossing facilities on the western approaches to the junction. • Provision of enhanced pedestrian / cycle facilities • Extensive new surface water drainage, including a Surface Water Retention pond • Construction of a number of small retaining walls (Contractor Design) • Provision of lighting & Signage • Extensive utility service protection works together with limited diversionary works The works at Cross, Somerset include but are not limited to: • Construction of a new section of ‘Link Road’ to create a ‘Staggered cross Road’ • Potentially new at grade pedestrian / cycle crossing facilities across the A38 • Provision of enhanced pedestrian / cycle facilities • Extensive new surface water drainage, including a Surface Water Retention pond • Provision of lighting & Signage & • Extensive utility service protection works together with limited diversionary works The works at the A38 Strawberry Line Crossing, Somerset include but are not limited to: • Upgrading of an existing uncontrolled crossing to a signal controlled Toucan Crossing & • Provision of lighting & Signage The Authority is publishing this PIN to inform the market of its future intentions regarding the above. A Market Engagement Event will be hosted online by Somerset Council on Wednesday 21st February 2024 at 12:00. Suppliers who wish to participate in this information sharing session will need to register their interest through the listing posted on the Supplying the South West portal, reference DN701183 (www.supplyingthesouthwest.org.uk), to receive the event link to be hosted through Microsoft Teams. Suppliers should use the messaging function on the portal to request the meeting link. The Market Engagement Event is intended for the Authority’s officers to share information with regards to this contract and the future options for additional work on the A38 MRN (Somerset).
