Summary of the work "There are 330 sites that will need to be migrated from N3 to HSCN, working with Expo-e and BT Open Reach at each site". Expected Contract Length 14 months Latest start date Monday 10 December 2018 Budget Range £360,000 - £398,000 Why the Work is Being Done The removal of the old N3 network and replacement with the Health & Social Care Network (HSCN) is a national strategic delivery to provide better connectivity at a cheaper price to all NHS sites Problem to Be Solved NEL CSU have been commissioned by South West London CCG's and South East London CCG's to audit,working with Exponential-e aid in the install of new routers to xxx sites Who Are the Users The sites to be migrated are GP surgeries, the migrations will take place throughout the day in 2 hour slots. The slots are generally between 8.30am to 5pm Work Already Done A number of communication rooms cabinets have already been audited circa (55) but the majority still require this work to be undertaken Existing Team There is already sponsorship and programme management in place to deliver this change. Additionally the team will have a fully functional PMO for support. 1 of the required 2 Co-ordinators is also already in place Current Phase Discovery Skills & Experience • • Enterprise architecture approaches and standards • • Excellent interpersonal skills • • ICT strategy and roadmap from as-is to to-be • • In depth knowledge of cyber security risk and mitigation strategies • • Data centre design and implementation • • Unified communications design and implementation • • Network architectures particularly with regard to the emerging HSCN • • Authentication designs • • Extensive experience of solution design and implementation • • Experience of influencing staff that are not always directly line managed Work Location The whole team will need to be mobile across the whole south London estate, as they will need to visit each CCG and GP practise across SW and SE London. However they will not need to be carrying enough kit that they will need their own transport, public transport will be sufficient Working Arrangments "We aim to undertake most transitions between 8.30am - 5.30pm Monday to Friday, there may be a requirement for occasional weekend work The coordinator will need to arrange the visits with all parties and attend project board meetings. The opportunity description suggests the requirement is for a project coordinator and network engineer(s), however the skills and experience listed are more aligned to a Design Authority / Solutions Architect role. Can you clarify the specific roles you are looking for? We need engineers that know their way around a Comms Cabinet and a Project Coordinator 2. Could we get confirmation that this is fibre at all sites and that the the IP addresses are not changing? The IP addresses are not due to change. Not all migration will be to fibre 3. Do we have to agree access and transition times with each practice, or will that be prearranged? the Coordinator will arrange these prior to a visit 4. Who is responsible for any remedial work that comes out from the audit? i.e. extra power point/rack space? the individual practises this is outside the scope of this work 5. Does Exponential E have any limitations on how many site visits/transitions it can do a day? Yes, BT provide 2 hour slots during the working day, it's envisaged that 3 sites can be migrated for each engineer 6. Does Exponential E / Openreach /customer require accompaniment for each site visit? ? I.E: Do our specialsts have to attend every site with the supplier ? Yes 7. Are you expecting the supplier to coordinate the audit for NEL CSU with Expo-e and BT Open reach? Would this workstream report into an exisiting project or programme manager? Does the supplier need to provide quality assurance on the technical migration plans of the selected vendors and review the router installations after migration? Will supplier be required to provide oversight and leadership of corrective actions with vendors? Yes NEL has Programme Management in place to oversee these works 8. The latest start date (10 December 2018) is earlier than the deadline (14 December 2018) for submissions. Please could you confirm your project start date? We will be looking to start this work as soon as possible 9. Can you please confirm the breadth of the engagement? The work description focuses on performing and audit of comms cabinets at various sites and to work with exponential-aid on the implementation of equipment. The essential skills and experience appear far broader than this scope with knowledge of UC and data centre design for example, can you please clarify? We need engineers that know their way around a Comms Cabinet and a Project Coordinator 10. Is there an Incumbent supplier in place and will they be bidding for this requirement? No, this will be open to any company wishing to bid 11. If known, what are the current manufacturers for the LAN, WLAN & WAN architectures (e.g. Cisco, HP etc)? If known, what are the current manufacturers for the LAN, WLAN & WAN architectures (e.g. Cisco, HP etc)? 12. In terms of the expectation for the migration, will the old and new connectivity be required to run in parallel for a defined period of time or is it singular? Or is this yet to be determined? There will need to be crossover and both networks will need to be in place to ensure that we can rollback if there are issues with the migrations 13. In terms of unified communications, and if known from the discovery work, what is the current architecture for Telephony and who is the manufacturer? Telephony is out of scope and only data networks will be migrated
