Great Ormond Street Hospital NHS Foundation Trust (the Authority) wishes to appoint a suitable organization for the Equipping Consultancy Services for Phase 3 (Zayed Centre for Research into Rare Disease in Children) of GOSH Redevelopment programme. The successful team will recognize the need to strike a balance that considers mandatory specifications, options, cost and long-term value. During the tender stage, the Trust wished to focus on 4 key criteria. — Previous experience, — Service Delivery Proposals, — CVs, — Cost. The project is a venture between the GOSH Children’s Charity (GOSH CC); GOSH and UCL in which GOSH Charity is the funder and will remain the building owner and GOSH are acting in the role of developer. UCL has contributed via a 10 000 000 GBP HEFCE grant. GOSH, and UCL is to be equal occupiers in the building both with a complete repairing lease. The proposed design is for an 8-storey building on the site of the UoL Computer Centre at Guilford St, with a 6-storey above ground level and 2 below. The building contains both research and treatment areas and has been designed to give expression to the Client’s vision for the promotion of “bench to bedside” translational research. Researchers and patients enter the building from a single entrance, reinforcing the connection between treatment and research. Public and research areas of the building each have a clearly identifiable focus in the form of a separate day-lit heart to each area, but the unified vision is again reinforced through visual connections. From the street, the identity of the building and its activities are given public expression by creating views into public areas of the building and into the principal laboratory spaces. Internally, the building has been designed to promote interaction between the different users of the building by creating visual connections between floors and by establishing circulation routes which encourage the use of stairs rather than lifts in order to promote chance meetings / encounters. The stairways within the atrium converge on the centrally located staff café on Level 2, envisaged as a focal point for interaction between building users. Within the workspaces, the interior is designed to provide a high-quality working environment, within the constraints of the deep floor plate, by maximising access to daylight and views to the exterior from the work-stations. The functional content includes: — entrance zone and gathering space, — UCL cat 2 lab space and support accommodation, — GOSH outpatients, — workspace for GOSH and UCL teams, — a GMP facility for cell and gene therapy. In particular, 1 of the key aims of the ZCR is to enable a specialist rare disease focus to the “bench to bedside” model, known as “translational research”. The core area within the building that will be able to provide this is the GMP facility, a clinical grade cell manipulation laboratory which will undertake Gene, Cell and Tissue manipulation to provide specialist products for novel therapies (clinical trials and patient-specific treatments). The facility will need to be licensed by the MRHA, HTA, and HSE and therefore comply with current EU ATMP GMPs, EU Tissue and Cells Directive and relevant health and safety regulations. The facility has been designed to be multifunctional with the flexibility to manufacture Non-GMO and GMO ATMPs in parallel with a CAT 3 Containment element. The Trust wishes to appoint a company familiar with working on complex projects. The successful team will recognize the need to strike a balance that considers mandatory specifications, options, cost and long-term value. These items are being procured by the Trust in accordance with the requirements of the Open Procedure as set out in Regulation 27 of PCR15.
