Summary of work The Digital Intelligence and Investigation (DII) Capability Improvement Hub (CIH) work with forces and others to understand challenges/opportunities in the DII environment. It: • provides insight into what frontline policing needs to meet digital challenges • ensures policing has ability to assess and improve DII capability in a nationally coherent and consistent way • scans digital environment to identify emerging challenges/opportunities • turns identified challenges/opportunities into resources to support delivery of products Under Digital Policing Portfolio (DPP) a Digital Assessment Toolset (DAT) was launched in 2019 to enable forces to determine their capability maturity across a range of digital capabilities. 25 forces completed the assessment. They were given access to a reporting tool, identifying areas of high maturity and capability gaps and areas of low maturity. Analyse of the DAT data sets developed national insights. National Report published, alongside focused reports on specific digital areas. Outcomes include: • One force the DAT highlighted digital as a risk and used it for the creation of a DII team which enhances their digital capabilities. • A force identified 45 actions against 8 strategic policing areas and the DAT provided evidential basis to give products priority. • One identified 31 areas of low capability and designed learning outcomes to upskill. The business problem The College of Policing want to understand the digital and data maturity of 43 police forces with the ability to receive live time data, with automatic analysis of qualitative and quantative information. The data should be able to be presented at national and force level. The people who will use the product or service User type: General Overview Definition: Users will be police officers and police staff in force at all levels of organisation, with no database skills so knowledge and learning to upskills officers and staff will be required as part of the bid Any pre-market engagement done None Work done so far N/A Which phase the project is in Discovery Existing team The internal project team currently consists of the Project Manager, Product Owners and Communications Team. They will frequently engage with other College of Policing and external stakeholders. Address where the work will be done The project team is virtually based but supported with primary physical meeting facilities in Ryton-on-Dunsmore and Harrogate. The supplier will be expected to spend most of the time working virtually but with any necessary face-to-face meetings being conducted at Ryton or Harrogate or facilitating meetings at their own premises. Working arrangements Working virtually with a team who will fully integrate with the DII team, sharing their knowledge and insight and able to work within an agile delivery process and practice. Microsoft compatible resources will be used with MS Teams the primary communication and document management software for the delivery of this project. Twice weekly meetings held virtually to discuss progress/risks/completion and where necessary in person meetings. Security and vetting requirements Developed Vetting (DV) More information about the Security requirements: Security cleared personnel at NPPV 2 or 3 will be required. This wasn't any option on the portal so please ignore the DV requirement and consider that NPPV 2 or 3 will be required.
