Summary of the work To work in partnership with the Insolvency Service to help deliver a new Reporting, Business Intelligence and Master Data Management platform to meet the operational data management and reporting needs of the new Breathing Space service, whilst aligning to the Agency’s Data strategy for the future across the organisation. Latest start date Tuesday 8 September 2020 Why the Work is Being Done Breathing Space was a 2017 manifesto commitment by the Government. It gives people in problem debt the opportunity to take control of their finances and put them on a sustainable footing. Breathing Space will be introduced by Government legislation with a mandatory go-live date of April 2021. The Insolvency Service has been tasked with the administering the service and therefore delivering and running a (Digital First) service on behalf of citizens in England and Wales. Expected volumes of BSS applications is expected to be around 750,000 year 1 with volumes rising by between 5 and 10% year on year. Problem to Be Solved The Insolvency Service is transforming the way it thinks about data. It has a strategy on how it intends to improve the way it uses data, gaining more value out of its operational processes and enhancing the way in which it can use reporting for greater insights. Outside of the Breathing Space service itself, the new Breathing Space service has operational reporting needs to meet the expectations of both internal and external stakeholders. To align to the agency’s future vision, it has a need to design, build and deliver a suitable data warehouse, master data hub and reporting interface to meet both the initial and future operational reporting and data management needs of the Breathing Space service. In order to achieve this, the solution must adhere to the principles laid out in the Agency’s Data & Reporting strategy. Summary Scope: Technical: Familiarisation, Design, Build, Test (support UAT, Integration, Performance, etc.) Deployment, Hypercare & Documentation. Business: Acceptance Criteria Definition, Sign-offs, Show & Tells, Training Package, Deployment support, Guides, etc.) Governance: Supporting security reviews, supporting penetration testing, supporting architectural and design documents, team meeting participation, written/verbal reporting (progress/Risks/Issues), GDS & OGC Assessments (if applicable). Who Are the Users As a Reporting Consumer I need to have timely access to accurate live and/or historic data, reports and dashboards relevant to me. So that I can be confident that the service is operating as per the expectations of our users As a Data Custodian I need access to be confident in the confidentiality, integrity and availability of data I own across the Breathing Space service So that I can provide safe stewardship of the data used within my area of ownership. As a Data Engineer I need to be able to: schedule, monitor, and make changes to ETL processes; amend master data specifications; export data into other formats So that report developers and analysts can deliver reporting products and analysis to users As a Report Developer I need to be able to create, modify and publish reports and dashboards So that reporting consumers have access to accurate operational reports and dashboards relevant to them As a Data Analyst I need to use analytical tool to connect to the data warehouse to undertake bespoke analysis of record-level data So that operational leads and senior managers can derive actionable insight from the data Work Already Done The agency has completed a Discovery Phase and is progressing the Alpha Phase (due to complete June 2020). A future state Data & Reporting Strategy has been identified by the Agency which frames the solution and what the Agency’s vision is for getting the most out of its data. The proposed architecture is built upon the Microsoft BI platform, which has good synergy with the existing Agency investment in the Azure Cloud and Microsoft 365 platform. The project team is seeking ratification on this technology as part of the supplier’s deliverables. Existing Team The agency has a project team established and progressing the Alpha Phase deliveries. Current Phase Alpha Skills & Experience • Be a Microsoft Gold Partner with proven Data Analytics competency in Go Live, Hypercare, Training, User Guides and Service Calls. • Have experience of analytics Platform design, build, test and Deployment experience • Have specialist Knowledge of Microsoft BI Technologies (SSDB, SSIS, SSAS, SSRS, Power BI) • Have knowledge of Data repositories e.g. Data Lake, Data Marts, Data Store, MDM Repository • Have experience in building and deployment of custom Data quality and Master Data Management systems • Have experience in creation of a Kimball based Datawarehouse for MS Dynamics 365 as primary source • Have experience of Data Modelling with Star / Snowflake diagrams Dimensional Data Modelling, Bus Architecture Scheme • Have experience in Devops principles and practices and applying same to data warehousing deployments • Have experience in declarative based development using Visual Studio • Have experience of use of GITHub/TFS/VSTS with good understanding of code merges, builds, unit tests • Have understanding of branching strategies in management of code and application lifecycle • Have experience with Data Migration tools such as Kingswaysoft • Have experience of usage and skills across DAX, MDX, T-SQL, SSIS, USQL, XML, JSON, Powershell, C# • Have an understanding of core database and server administration skills such as creation of databases, filegroups, datafiles, SQL Jobs • Have experience of supporting Knowledge Transfer for support providers to enable the solution to be handed over to the agency's ADSM support providers and service desk. • Have experience of supporting Internal Teams to upskill on approach, methodology, technology, configuration and support. • Have experience of IT Security (including reviews and penetration testing). • Have experience of Agile Methodology • Have experience of assurance through Architectural Review Boards, GDS and OGC Gateways Nice to Haves • Demonstrate experience of working with public sector organisations on Government Digital Services. • Demonstrate knowledge of UML and Archimate. Work Location The work is planned to be carried out primarily in Birmingham and/or London (exact location to be decided) – any applicant must state whether they can work from either of these locations. However due to Covid-19 restrictions at this time, appropriate arrangements to reduce travel to the office to an absolute essential minimum until such restrictions are lifted must be demonstrated to the Insolvency Service. As such, any successful supplier must be able to facilitate remote working into their delivery model. Working Arrangments Initiation workshop(s) will be organised to kick-off the engagement, agree working practises and generate a plan to be tracked and managed against. VC’s will be utilised for remote team communications, with ability to securely remotely login into appropriate Agency’s infrastructure platform for deployment. Work with internal team (product Owner, etc.) for sprint ceremonies, ‘Show & Tells’, etc. Security Clearance Min. BPSS, limited engagements may need SC. Supplier must be willing and able to undergo to SC clearance if / when required under this contract. No. of Suppliers to Evaluate 5 Proposal Criteria • Demonstrate experience in developing solutions with the listed technologies. • Demonstrate experience in integration with back-end systems in the chosen technology. • Demonstrate experience in iteratively building (during project lifecycle) the solution based on feedback and input from user researchers, interaction/content designers, business requirements based on User Stories. • Demonstrate experience in JIRA to manage and track development and testing. • Describe how you typically handle hypercare/warranty with your customers. • Provide clear plans that align to the agency timeline, including contingency • Provide a clear, proposed project approach, integration approach with the project team and governance activities. Can you please provide an estimate of the budget and duration of contract for this opportunity? Our budget range is determined by the funding from HM Treasury. At this time we are not in a position to pass this to potential suppliers. 2. Do you have an incumbent supplier? We do not currently have an incumbent. The Discovery work was carried out by IBM under a different contract. 3. Is this a new requirement or was it previously advertised in the marketplace at not fulfilled? This is a new requirement and has not been previously published. 4. Please can you confirm if there are any external suppliers that have supported either the Discovery and/or Alpha phases of the project. We do not currently have an incumbent. The Discovery work was carried out by IBM under a different contract. 5. Please can you provide an indication of the proposed budget for the opportunity. Our budget range is determined by the funding from HM Treasury. At this time we are not in a position to pass this to potential suppliers. 6. Do you plan to provide access to the Discovery materials to suppliers at any stage in the process Yes - we can provide some of the outputs of Discovery to shortlisted suppliers in support of the proposal being drafted. 7. Can you please confirm if there is an incumbent delivering the Alpha Phase? We do not currently have an incumbent. The Discovery work was carried out by IBM under a different contract. 8. Is there a budget range for this opportunity? Our budget range is determined by the funding from HM Treasury. At this time we are not in a position to pass this to potential suppliers. 9. In light of current events, will this procurement and any such subsequent work be conducted remotely, until such time as government advice changes? At present, given the unprecedented working circumstances facing everyone, we are expecting providers to work remotely. Should restrictions on working be eased throughout the duration of this work, we would anticipate some face-to-face contact in either the London or Birmingham office's where appropriate. 10. Will you be making the Discovery report available in the next stage of this procurement? Yes - we can provide some of the outputs of Discovery to shortlisted suppliers in support of the proposal being drafted. 11. What technologies they have for delivering against their MDM requirements Nothing substantial in place at the moment. MD is currently held in spreadsheets. 12. Do you have any expectation on the schema change management process? There is no reporting repository in place at the moment so the agency would welcome proposals for schema change management going forward. 13. Are there any specific requirement on continuous testing during CI/CD cycle? Also, does the project require to integrate JIRA with CI/CD tools? "The agency will expect continuous testing to be in place using automated tooling as part of the CI/CD process, however suggestions are welcome regarding specific toolsets to be used for such testing.There is no current close integration between JIRA and the CI/CD pipelines within the agency." 14. What is the current state of this project? Is it going to be ground up implementation? The reporting aspect is a greenfield development in its own right, however the Breathing Space project is an extension of the agency's existing case management platform to include the necessary capabilities for Breathing Space. 15. Does the scope involve any external data source to be integrated? The scope of the work does not currently include data from any external data source. However any proposal should take into account that the solution may be extended to include data from external sources as part of the wider strategic direction of the agency. 16. Please share a brief on the current source systems and the technologies involved? The current source for the reporting data is an Azure-hosted SQL Server database servicing the agency's Dynamics 365 case management platform 17. Are there any third party UI components used in any of the AUTs? Not sure of the context of the question. Are you asking whether we use UI components from vendors other than Microsoft to visualise information from the existing reporting datastore? 18. Do we get the seed data? Anonymised data can be provided for testing purposes. 19. What is the current volume of data in terms of disk space, and the expected yearly growth? What is the percentage of data on-premise currently? Breathing space is a new initiative, so there is no current data. 20. Does the project involve data ingestion through API or data transformation? Data ingestion will be through data transformation 21. What is the reports delivery strategy? Is there any enterprise portal or application to enable reports delivery? Or is there a direct access to reporting system provided to the end-users? There is no current or planned enterprise portal. Some reports will be delivered as extracts that will be run and emailed to HM treasury. Most reporting will be via direct access to the reporting system. 22. What is time-travel of data in number of days, transient data and permanent data? It is expected that all reporting data will be extracted from the transactional data store and transferred to aggregate reporting stores within a 24 hour period. 23. Which Test Management and Defect Reporting Tools are used during Testing? This will be clarified at a later point by the agency. It is assumed that any prospective vendor will already have their own test management tools for internal testing. 24. Please share RBAC (Role Base Access Control) details. The operational roles within the organisation for Breathing Space are still being defined. 25. Does the project require monitoring [DevSecOps + CM] of the nodes, data-in-transit, encryption, or services health check? The deployed solution will require monitoring. At this point (9/04/2020) the specific technology services and platforms are not yet finalised. 26. What are the tools involved for existing automated security testing? This will be clarified at a later point by the agency. Some security testing will be carried out by a trusted third party provider. 27. Does the project involve interaction between existing on-premise component with cloud services? There is no interaction between existing on-premise components and cloud services.
