Summary of work The National Underground Asset Register is a government commitment in the Geospatial Commission 2030 Strategy and will be a fully operational by the end of 2025. The digital outcomes specialist will: o Provide subject matter expertise on the use of data in the underground excavation sector. o Prioritise the backlog for development work, organising sprints and assuring work of the development team. o Lead on technical requirements for service transition - including the move of the service to a third-party provider. o Lead on the implementation of the future data currency model. o Ensure the tests of future use cases are feasible in the test environment and identifying any risks to their deployment in a live environment. o Lead on security for NUAR - including liaison with National Protective Security Authority and National Cyber Security Centre, and the integration with either the DSIT or a new Security Operations Centre. o Lead on the communication of NUAR’s data model to the wider sector, including professional bodies. Generally the responsibilities will cover: 1. Carrying out product owner services; including developing and implementing the NUAR Data Model, product backlog, sprint cycles and will help with data & architectural modelling. 2. Using advance knowledge and experience in the energy, water, telecommunications sectors to inform, refine and implement the product backlog. 3. Embedding knowledge and best practice within the NUAR 'One Team' Delivery unit Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is Geospatial Commission, part of the Department for Science, Innovation and Technology Why the work is being done The Geospatial Commission's National Underground Asset Register requires a client-side digital outcomes specialist to help develop and implement the NUAR product backlog and data model. The business problem The Geospatial Commission's National Underground Asset Register requires a client-side digital outcomes specialist to help develop and implement the NUAR product backlog and data model to ensure the service is fully operational by the end of 2025. The people who will use the product or service User type: Geospatial Commission NUAR Team Definition: The NUAR team are developing a platform of all underground pipes and cables across the UK and will use these services to develop the platform. Which phase the project is in Beta Existing team To address the complexities of the programme, the Geospatial Commission has implemented a ‘one team’ delivery unit that draws upon existing staff and that of subject matter experts and local government representatives. The supplier appointed under this contract will work with the prime supplier delivering the NUAR platform. This work will be overseen by the NUAR Head of Operations, a post within the Civil Service. Address where the work will be done The National Underground Asset Register will operate in England, Wales and Northern Ireland. The Geospatial Commission's head office is currently based in London 100 Parliament Street London SW1A 2BQ with offices in Bristol and Salford. The specialist will be required to periodically travel to these offices and elsewhere as required. Working arrangements It is expected that the specialist will work 5 days a week (37 hours) with up to one day a week in person as required. Face-to-face meetings may be held in London, Bristol, Salford or the offices of the appointed supplier. Budget Indicative maximum: £280000 Indicative minimum: The contract value is not specified by the buyer Further information: The maximum budget is up to £280,000 for the deliverables during the contract period.
