The FSCS is seeking to appoint 2 service providers to provide secure cheque printing and pay-out services to include, implementation services as part of setting up the service, standby services to run from inception until expiry of contract and payment services as required during the term of the contract. FSCS is seeking to award contracts to 2 individual service-providers for the provision of secure cheque printing and mailing services comprising the following: Implementation services: — put in place standby and payment services capable of anytime short notice invocation, — supplier project management of design, including end to end testing, through to implementation of stand by service. Stand by services: — cheque base-stock and envelope stock production and storage capability, or outsource/sub-contract facilities for same, — security around plant, stock and process consistent with sensitive materials and mail handling, and accredited. Cheque production. Payment services: — printing, enclosing and dispatching cheques to the required standards within the required timeframes, — receiving data for up to 2 000 000 records on Day 1, and ensuring all records are dispatched by last post before the end of Day 4 (exceptions apply to non-Business days), — receipt/transmission of data via via Secure File Transfer (SFTP), a secure method over the Internet (For example SFTP, Portal or website secured by TLS 1.2 or higher), error handling and management information reporting over invocation period via same protocol, — returned mail handling and reporting facility. Each service contract of secure cheque provider services will be the same and it is intention that FSCS will award the primary service provider contract to the tenderer having submitted the most economically advantageous tender, then secondary service provider to tenderer of the second most economically advantageous tender. The payment services work will be allocated to the service providers on a tiered basis so that primary service provider is preferred and where the primary service does not have enough capacity then work will be given to secondary provider. Notwithstanding paragraph above FSCS will from time to time issue Payment Service Orders (PSOs) to the secondary provider for the purposes of testing secondary provider’s readiness. Both primary and secondary providers are required to provide implementation services and standby services without as relevant throughout the term of the contract.
