Crawley Borough Council is inviting tenders for the provision of Partnering Consultancy services across the following disciplines, split into separate Lots: CDM Principal Designer, Civil Engineering, Clerk of Works, Drainage and Flood Alleviation, Quantity Surveying, and Structural Engineering. Each lot will be evaluated on its own merits, according to the information provided in the tender pack. The duration of the Contract will be three years, with an option to extend for two further years subject to satisfactory performance. It is anticipated that the contract will commence on 1st September 2022. The contract will be administered and primarily used by Crawley Borough Council, but is being tendered to allow other public bodies which Crawley Borough Council works in partnership with to access the agreement. The Council makes no guarantee that any other named organisation will access the contract during the contract term. Lot A: CDM Principal Designer Crawley Borough Council is inviting tenders for partnering consultants to provide CDM Principal Designer consultancy services. This will include providing general advice and implementation to all the Council’s professional services in developing new build and refurbishment projects, providing general advice and implementation of the Council’s housing refurbishment and asset improvement programme, and other associated services. Based on current and anticipated expenditure, Crawley Borough Council estimates that it may spend £23,000 per annum; however, this is subject to fluctuating demand, external funding arrangements, and other circumstances. Therefore the actual value may vary considerably from the estimation provided, and the Council does not guarantee any volume or value for the contract. Additional information: The Lot value in Section II.2.6) represents the combination of Crawley Borough Council, Horsham District Council, Mid Sussex District Council, Mole Valley District Council, West Sussex County Council, and the Environment Agency’s estimated total possible contract values for all Lots, including any possible extensions. The contract will be administered and primarily used by Crawley Borough Council. Lot B: Civil Engineering Crawley Borough Council is inviting tenders for partnering consultants to provide Civil Engineering consultancy services. This will include inception and feasibility studies of various types of schemes, detailed Design and Procurement of schemes, site supervision of all Civil Engineering Works in conjunction with the Councils Clerk of Works (where appropriate) including settlement of claims and final account, and other general professional advice and support to all departments within the Council. Based on current and anticipated expenditure, Crawley Borough Council estimates that it may spend £293,000 per annum; however, this is subject to fluctuating demand, external funding arrangements, and other circumstances. Therefore the actual value may vary considerably from the estimation provided, and the Council does not guarantee any volume or value for the contract. Lot C: Clerk of Works Crawley Borough Council is inviting tenders for partnering consultants to provide Clerk of Works consultancy services. This will include independent assessments of works undertaken; checking the quality of the build, mechanical and electrical, structural and architectural works; producing regular reports and maintaining a regular dialogue with the Contractor and Client; and other associated services. Based on current and anticipated expenditure, Crawley Borough Council estimates that it may spend £32,000 per annum; however, this is subject to fluctuating demand, external funding arrangements, and other circumstances. Therefore the actual value may vary considerably from the estimation provided, and the Council does not guarantee any volume or value for the contract. Lot D: Drainage and Flood Alleviation Crawley Borough Council is inviting tenders for partnering consultants to provide Drainage and Flood Alleviation consultancy services. This will include inception and feasibility studies of various types of schemes; emergency clearance, general maintenance, and the establishment of term contracts in conjunction with detailed design and procurement of capital schemes; site supervisions of all works; and other general professional advice and support to all departments within the Council. Based on current and anticipated expenditure, Crawley Borough Council estimates that it may spend £54,000 per annum; however, this is subject to fluctuating demand, external funding arrangements, and other circumstances. Therefore the actual value may vary considerably from the estimation provided, and the Council does not guarantee any volume or value for the contract. Lot E: Quantity Surveying Crawley Borough Council is inviting tenders for partnering consultants to provide Quantity Surveying Services. This will include quantity surveying services in respect of new build and refurbishment projects, costing and valuation services in respect of modernisation and improvement work programmes for the Council’s housing Stock, and other associated services. Based on current and anticipated expenditure, Crawley Borough Council estimates that it may spend £121,000 per annum; however, this is subject to fluctuating demand, external funding arrangements, and other circumstances. Therefore the actual value may vary considerably from the estimation provided, and the Council does not guarantee any volume or value for the contract. Lot F: Structural Engineering Crawley Borough Council is inviting tenders for partnering consultants to provide Structural Engineering consultancy services. This will include engineering projects, such as bridges and car parks; structural design for new build buildings mainly in relation to community and housing schemes (including refurbishment); full structural appraisal services; professional advice and implementation on dangerous structures, party wall notices, environmental enforcement notices, demolition contracts, etc.; and other associated services. Based on current and anticipated expenditure, Crawley Borough Council estimates that it may spend £20,000 per annum; however, this is subject to fluctuating demand, external funding arrangements, and other circumstances. Therefore the actual value may vary considerably from the estimation provided, and the Council does not guarantee any volume or value for the contract.
