Technical Advice upto Outline Business Case for Extra Care PFI Stoke-on-Trent City Council is seeking to appoint a technical advisor to support the development and procurement of a Public Private Partnership (PPP) for its Non-HRA Extra Care Housing PFI Project. The council has in place Member support and CLG approvals to take the project to the Outline Business Case stage which is to be submitted by 27th of February 2009. The scope of the services is the provision of technical advice and assistance for the production of the Outline Business Case stage and, in particular, provision of advice on the procedures and practices relating to : - Commercial PPP/PFI contracts and market interest - Construction (including the CDM regulations and other health and safety legislation) building services and surveying - Cost consultancy (construction/FM/Lifecycle) and the development of Public Sector Comparator cost in line with CLG VFM requirements informing the financial model - Housing, including technical and output standards (utilising the 4ps/CLG Procurement Pack) - Facilities management services relating to the operation and management of extra care facilities - Environment, including performance standards as appropriate: Code for Sustainable Homes; BREAM; Eco Homes; Decent Homes; Housing Corporation Indices; DH guidance etc - Site assembly; site condition and town planning - Property development (new build for sale; s106; Residual Value) - Risk assessment
