Description

The aim of the discharge to assess service is to provide an effective, flexible and responsive approach to discharge from the acute and surrounding hospital system for individuals who are medically stable and may require further assessment of their needs. This is part of the system response to the Covid-19 pandemic and seasonal pressures as well as supporting usual best practice. The joint service provision will provide discharge to assess capacity, within the Southampton and SW Hampshire locale, for individuals within Southampton University Hospital Foundation Trust who require a bed-based service but who no longer require consultant led care in an acute setting. Under the Public Contracts Regulations 2015, the contracting authority considers Covid-19 to be a state of urgency that has been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic was therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision. Accordingly, Southampton City Clinical Commissioning Group have entered into a contract with the below providers from 1 April 2020 to 31 March 2022. Bupa Homes London Residential Healthcare (Oaklands Nursing Home) Revitalise (Netley Waterside Home) Hawthorns Initial extra beds from April 2020: Bupa Homes 7 spot purchase beds, with up to 12 available subject to demand Hawthorns 5 block purchase beds at Hawthorns. Additional block purchase beds from November/December 2020: Netley Waterside Homes 7 beds from 16 November 2020 Oaklands Nursing Home 6 beds from 16 November 2020 and option for a further 19 beds from mid-December. Costs: 1) Initial beds April 2020 to March 2021 GBP 488 520 BUPA spot purchase beds (estimate based on Apr-Sept usage) GBP 312 520 Hawthorns block purchase beds 2) Additional beds November/December 2020 to March 2021: GBP 175 000 Netley Waterside GBP 144 000 Oaklands GBP 364 800 Oaklands possible further 19 beds GBP 683 800 Total Potential up to 12-month extension option GBP 2 821 465 (all beds) – the extension period will be reviewed on a rolling monthly basis.
