Summary of the work The provision of a comprehensive programme management and development service along with PMO support to lead, manage and develop a complex portfolio of Health and Justice IT projects across the temporary and secure estate for NHS and non NHS customers. Latest start date Wednesday 7 February 2018 Budget Range £180-£230,000 ex VAT Why the Work is Being Done NEL CSU Health and Justice team currently undertakes a wide variety of H&J IT projects nationwide (including clinical systems deployment and IT infrastructure etc) for a number of NHS and non NHS customers. Problem to Be Solved Service required to support the programme teams with the following: 1. Development of a PMO function and suite of documentation to support and evidence programme and project outcomes specifically tailored for H&J IT environment 2. Set up of processes and procedures to develop new business opportunities and ensure NEL CSU can predict and provide services to suit customer demand 3. Ensuring the transformation flow for each project is identified, defined and managed 4. Manage key stakeholders 5. Put in place robust project controls and governance for existing and new projects 6. Operational and strategic oversight of existing and new projects Who Are the Users N/A Work Already Done There are a number of live projects currently underway by the operational delivery team. The work we require from this outcome framework is partially done by the operational teams on a project by project basis rather than managed centrally in a cohesive and comprehensive fashion. Existing Team The existing operational delivery team is a blend of FTEs complemented by contract staff and specialist companies. Current Phase Not applicable Skills & Experience • 1. Demonstrate a detailed understanding of criminal justice pathways and the role and position of healthcare delivery within those pathways • 2. Demonstrate at least 4 years’ experience delivering/matrix-managing complex H&J IT programmes (using industry standard methodologies) within the secure residential and temporary estate, including in last 12 months • 3. Have demonstrable experience in reporting, planning, risk, dependency, financial and change management aspects of a programme and PMO in last 12 months within secure residential and temporary estate. • 4. Demonstrable expertise in the transition of programmes into a live service environment within the last 12 months within the H&J secure residential estate and temporary estate. • 5. Extensive experience of programme management of SPINE compliant NHS Electronic Medical Records Systems • 6. Experience of healthcare delivery within Defence Medical Services • 7. Experience in the last 12 months of programme managing integrated clinical systems for police custody, courts and liaison and diversion services Work Location St Leonard's Hospital, Nuttal Rd, London, N1 5LZ This is the main office base but any staff engaged must be willing to travel nationwide for meetings etc at short notice if required. Working Arrangments Onsite delivery at the office at St Leonard's Hospital is required, apart from when attendance at meetings is required elsewhere. Security Clearance All staff engaged on the programme must be security cleared to: • HMPSS SC level • Warwickshire Police security clearance • Metropolitan Police security clearance No. of Suppliers to Evaluate 3 Proposal Criteria • 1. Extent to which the proposal describes how the proposed service meets the 7 essential skills and experience criteria and 5 cultural fit criteria • 2. Quality and suitability of proposed solution/approach to NEL CSU’s request • 3. Description of how incoming service will integrate with existing delivery teams • 4. Team structure, organisational make-up and quality of submitted CVs. • 5. Value for money of the proposed solution. Innovation (any alternative proposals to deliver the services or to improve the quality of the services delivered). • 6.
