The University of Dundee is seeking to appoint an appropriate consultancy that will deliver a full building Physics Analysis of 1–3 Perth Road, Dundee, DD1 4HN, with a resultant action plan that can identify the net zero potential of the property. 1-3 Perth Road consists of two linked classical villas, which were constructed in the 19th century, and it is currently occupied by the University’s School of Business, which uses it for teaching and administration purposes.  The building is category B listed. A number of additions and alterations to the building have been carried out, not all of which have been sympathetic to its original design and character, or delivered the high quality spaces required by the School of Business. The University has identified a capital project for 1-3 Perth Road, which will involve a major refurbishment of the building to ensure that the spaces are reconfigured to better reflect the original design and character of the building, and to ensure that it can support the evolving operational needs of the School of Business.  The project must result in a solution that can be flexible and support any other future development strategy that may emerge over the next 25 years. The University is clear that the refurbished building should be as close as possible to net zero, albeit a balance will have to be struck between the opportunity the refurbishment presents for achieving that standard, the restrictions related to the category B listing, and achieving value for money.  As such, prior to the commencement of the main design of the refurbishment, the University wishes to commission a building physics analysis of the building, to allow informed decisions to be made about the most effective ways to design the refurbishment to maximise comfort and ease of use for occupants, whilst minimising energy usage and carbon output. We are looking for an experienced consultant to help us navigate this challenge and provide us with tangible, costed solutions that will enable us to choose an appropriate level of intervention that is balanced against ambition and budget. The ideal consultant would have experience in the Scottish sector with knowledge of the relevant Scottish planning and building control regulations specific to a building like 1-3 Perth Road.
