CONSULTANCY AND ADVISORY SERVICES FOR HEALTH (10197)

Description

NHS Shared Business Services act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework/Dynamic Purchasing System (DPS). NHS Shared Business Services Limited (NHS SBS) intends to put in place a Framework Agreement for the provision of Consultancy and Advisory Services for Health and related Goods and Services for Healthcare to be used by NHS SBS Approved Organisations. Our Approved Organisation list can be found on: https://sbs.nhs.uk/proc-framework-agreements-support The Framework will be structured using the following Lots; Lot 1 - Business, Leadership, Management, Governance, Structure & Strategy Lot 2 - Integrated Care, Healthcare & Community care Lot 3 - Commercialisation, Innovation & Transformation Lot 4 - Communications, Engagement & Research Lot 5 - IT Business Consultancy Lot 6 - Finance and Procurement Lot 7 - HR and Employment, Skills, and Training Lot 8 - Disease Outbreaks - Endemics, Epidemics and Pandemics Lot 9 - Social Value, Sustainability, and Carbon Neutrality Lot 10 - Property We are committed to working with suppliers who are dedicated to Sustainability and Social Value and there will be a significant weighting on these elements in the tender. Lot 1: Business, Leadership, Management, Governance, Structure & Strategy Provision of specialist consultancy and advisory services related to the provision of support for business consultancy and leadership and management of organisations, including matters of corporate and organisational governance and strategy, with a key focus on healthcare support. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 20 bidders for this Lot. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in last awardable position for the Lot. Additionally, NHS SBS reserves the right to award to any Bidder whose final score is within 1% of the last awardable position of the Lot. Lot 2: Integrated Care, Healthcare & Community care Provision of specialist consultancy and advisory services related to the provision of support for Integrated Care, Healthcare and Community Care to help and support the whole health economy through varied and wide-ranging support Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 20 bidders for this Lot. Lot 3: Commercialisation, Innovation & Transformation Provision of specialist consultancy and advisory services related to the provision of support for commercialisation, innovation, and transformation, with a key focus on healthcare experience. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 20 bidders for this Lot. Lot 4: Communications, Engagement & Research Provision of specialist consultancy and advisory services related to the provision of support for communications, stakeholder engagement and research with a key focus on healthcare experience. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. Lot 5: IT Business Consultancy Provision of IT Business Consultancy and Advisory services related to the provision of support for ICT and Digital, including use of data and information, review, planning, implementation, monitoring and evaluation activities and systems associated with IT and digital services, with a key focus on healthcare requirements. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. Lot 7: HR, Employment, Skills and Training Provision of specialist consultancy and advisory services related to the provision of support for HR Management implementation and delivery of HR policies and programmes to support HR and Corporate Strategies including skills and training assessments and needs with a key focus on healthcare requirements. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. Additionally, NHS SBS reserves the right to award to any Bidder whose final score is within 1% of the last awardable position of the Lot Lot 9: Social Value, Sustainability and Carbon Neutrality Provision of specialist consultancy and advisory services related to the provision of support for Social Value, Sustainability, Energy and Carbon Neutrality including environmental and ethical support with a key focus on healthcare support. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 20 bidders for this Lot. Lot 10: Property Provision of specialist consultancy and advisory services related to the provision of support for built properties including acquisitions, disposals, sales and lettings, strategy, PFI and LIFT and valuation services, with a key focus on healthcare experience. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 20 bidders for this Lot.
