DGHP invites you to tender for the provision of a safety and security service at the supported housing project in Troqueer, Dumfries. The supported housing project comprises 10 properties occupied by young care leavers aged between 16-25. The service will be required to provide security personnel on site out of hours when support staff are not present in the development. Average number of weekly hours required from the service is 92 per week. The successful provider will be responsible for maintaining the general safety and security at the project; for responding to residents’ calls out of hours; dealing immediately with security breaches; and taking effective action to ensure maximum security for all residents and the neighbouring community. Contract Notice — Safety and Security Service DGHP Young Persons Supported Housing: Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015. 2A.16 If the bidder is registered on an official list of approved economic operators (applicable to non-UK business only (or has an equivalent certificate (e.g. under a national (pre-)qualification system you must provide a certificate with regard to the payment of social security contributions and taxes prior to Contract award. 2C.1.2 If the bidder relies on capacities of other entities in order to meet the selection criteria set out under Part IV a separate ESPD response will be required for each. 2D.1 If the bidder intends to subcontract any share of the contract to third parties a separate ESPD response will be required for each subcontractor. 4A.1 If required by the member state, bidders are required to be enrolled in the relevant professional or trade registers within the country in which they are established. 4A.2 Where it is required, within a bidder’s country of establishment they must confirm which authorisation or memberships of the relevant organisation(s) are required in order to perform this service. Bidders must confirm if they hold the particular authorisation or memberships and will be required to provide the certificates prior to Contract award. 4B.4 Confirmation of legal identity (Co reg number or equivalent)and status (sole trader, limited co). Experian “Average Risk“ or better: Confirm in latest or previous financial year, by reference to accounts provided. — operating profit; if not achieved in most recent year, then achieved cumulatively over most recent 3 years, — current ratio (defined as (current assets-stock) / current liabilities) of 1.0, — interest cover (defined as operating profit / interest charges) of 1.1. Please provide a copy of your financial accounts with your tender submission. Your financial accounts and supporting information should be in English and in UK Sterling. 4B.5.1 It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below: — Employer’s (Compulsory) Liability Insurance = 5 000 000 GBP, — Public Liability Insurance = 5 000 000 GBP, — Professional Indemnity Insurance = 2 000 000 GBP. http://www.hse.gov.uk/pubns/hse40.pdf Bidders will be asked to provide the relevant certificates prior to contract award. 4C.1.2 Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services / supplies as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice. 4C.2 Bidders will be required to confirm details of the technicians or technical bodies who they can call upon, especially those responsible for quality control. 4C.3 Bidders will be required to demonstrate that they have (or have access to) the appropriate technical facilities, study and research facilities and quality measures to deliver the types of requirements detailed in II.2.4 in the OJEU Contract Notice or the relevant section of the Site Notice. 4C.8.1 Bidders will be required to confirm their average annual manpower and managerial staff for the last 3 years.
