Summary of the work This is to Project Manage the refresh of the IT infrastructure within the healthcare departments of the H&J Residential Estate in the East Midlands. Expected Contract Length 9 months Latest start date Friday 10 November 2017 Budget Range £150-£200, 000 Why the Work is Being Done The secure residential estate in the East Midlands is undergoing a refresh of their IT infrastructure for their healthcare teams. This work is to manage and enact that project to ensure the staff have a secure and stable IT platform to carry out their duties. Problem to Be Solved NEL CSU require a delivery partner to help manage and deliver the following services: 1. Supporting the design, configuration and implementation of the ICT refresh programme within the secure residential estate. 2. Supporting the design, configuration, implementation of N3 connections, printers, scanner etc. 3. Perform data gathering to ensure all service users are engaged and their requirements documented and defined with appropriate assurance and sign off. Who Are the Users The users are the clinical and admin staff employed by various healthcare providers, both private and public sector, providing healthcare within the residential estate. Existing Team The existing programme is a blend of contract engineers who work with specialist companies for specific pieces of work as required Current Phase Not started Skills & Experience • 1. Have demonstrable Project Management success within the secure estate (temporary/longer term) in management of NHS network and ICT infrastructure refresh projects, using industry standard methodologies • 2. Demonstrable experience of matrix-managing a multi-disciplinary team within the last 12 months within the secure residential estate • 3. Have demonstrable Project Management experience in planning, risk, dependency, financial and change management aspects of an ICT refresh project within the last 12 months within the secure residential estate • 4. Demonstrable expertise in managing the transition of projects into live service environments within the last 12 months • All staff engaged on the programme must be security cleared to HMPSS SC level Nice to Haves 1. Evidence of experience and knowledge of ICT infrastructure in Courts and Tribunal settings to support healthcare delivery Work Location This work will take place across the East Midlands with regular attendance at the NEL CSU H&J offices in Hackney Working Arrangments The team will be required to work from secure sites across the East Midlands and at the NEL CSU offices in Hackney Security Clearance All staff engaged on the programme must be security cleared to HMPSS SC level. No. of Suppliers to Evaluate 3 Proposal Criteria • 1. Evidence to show that the provider can demonstrate all essential Project Management skills and experience. • 2. Ability and willingness to align with the current programme approach • 3. Team structure, organisational make-up and quality of submitted CVs • 4. Value for money of the proposed solution • 5. Ability to demonstrate nice-to-have skills and experience • 6. Demonstrate how they will ensure service quality - ensuring they are providing the right people for the job, how do they assure quality of delivery during the work package • 7. Flexibility of services provision - ability to flex levels, numbers, and skillsets of resources provided, to remain aligned to NEL CSU needs as the work progresses • 8. Innovative technical and project management approach/solutions Cultural Fit Criteria • 1. Need to collaborate with various senior key stakeholders across multiple organisations. • 2. Need to demonstrate a flexible, positive and transparent approach • 3. Need to operate successfully in a workplace with mixed skills and experience • 4. Can you confirm where the base office will be for this role? The NEL CSU Health and Justice office is in Hackney, east London. 2. Could you also confirm if the role lies outside IR35? This falls outside IR35 3. You mention the role is based in Hackney but the work takes place in the East Midlands. Can the candidate be based in the East Midlands (effectively from home) travelling to the different East Midlands sites and Hackney when required. Would travel to Hackney be billable on top of the daily rate? As politely as possible, it's sort of irrelevant to me where the people who provide the service have to travel from, though with the vast majority of work does need to happen in the East Midlands and only limited time will be required in Hackney. The price you provide must include everything for providing the service, including travel and expenses. 4. Across how many sites will the project manager manage? 15 sites 5. Will you consider other types of security clearance other than HMPSS? As a minimum we require any people working on secure sites on behalf of NEL CSU to hold SC clearance. 6. Will you pay travel & expenses? Yes, but an estimate for your travel and expenses costs must be included as part of your proposed price for providing the service.
