Coventry Music Services (CMS) was set up in April 2017 and has delivered music tuition through the use of a Dynamic Purchasing System, which supports the recruitment and retention of external high quality music tutors that work in Coventry schools, the community, and in professional partner venues helping to deliver an excellent service for the City. Arts Council England grant funds all Music Education Hubs (organisations/music services that operate this model), which is performance related and is dependent upon the service meeting the targets stated within the National Plan for Music Education. Coventry Music is committed to ensure that the relationship with the Arts Council is maintained and places Coventry in a strong position to ensure that we continue to drive growth and create a broad and high quality music education offer for the city This notice covers the period of 01/04/2023 - 31/12/2023 Lot 1: Instrumental Tuition / Small Groups The key required principles of the procurement model are; • To support local provision for local children • High quality whole class tuition in music for children and young people for individuals or in small groups. • Progression ensembles for all ages and abilities. • A wide range of music genres and styles to suit all abilities. • Inspirational music projects in partnership with other arts organisations, creative individuals or within National programmes. • Live performance programmes. • Inspirational opportunities for young people to perform in large scale venues, concerts and within local, regional and national projects. • Improve sufficiency and choice of service provision for Schools and the Children & Young People of Coventry • Improve market engagement and relationships with Tutors • Develop flexible high-quality provision that is able to respond to specialist needs • Encourage innovation and creative solutions • All providers participate in a legislatively compliant and quality assured process – the procurement process will be transparent, equitable and fair in accordance with the EU procurement directives and the Council’s Standing Orders on Procurement and Contracts • Improved key performance indicators to support successful service delivery and effective contract management This procurement is for Education and Training Services described under ‘Administrative social, educational, healthcare and cultural services’ which are considered Light Touch Regime (LTR) services under the Public Contracts Regulations 2015, as specified in Schedule 3 of the Regulations (“Regulations”). The Local Authority will create a “pseudo Dynamic Purchasing System” under the Light Touch Regime (based on CCS guidance) and have set out clearly how we intend to operate the DPS from the outset through the OJEU notice and DPS Application. This meets the duty of transparency and equal treatment, which are the main guidelines to follow when setting up an LTR agreement.
