PQ0425 - Gypsy and Traveller Accommodation Assessment (GTAA) for Birmingham 2023

The Council wishes to invite a suitably experienced and qualified organisation to undertake a Gypsy and Traveller Accommodation Assessment (GTAA) for the city in accordance with the National Planning Policy Framework (NPPF) and national guidance contained in the Planning Policy for Travellers Sites document (published 2012 and updated 2015). This will form an integral part of the evidence base to underpin new provision and policies for Gypsies, Travellers and Travelling Showpeople in the review of the Birmingham Local Plan (BLP). This should include: o A picture of current provision and activity in the city o An assessment of future need. o A breakdown of need for appropriate time periods to be agreed (i.e. 5 year or 10 year periods). o The amount and type of accommodation required to meet need e.g. permanent pitches (private and socially rented), transit pitches, temporary stopping sites, travelling showpeople plot requirements, houseboat dweller mooring requirements or bricks and mortar housing. o If possible, an indication of broad locations of where additional pitches and sites (if required) are needed. The above should be established from existing data sources and by the undertaking of a specialist survey. The consultants should establish intentions of any households to move and consider the likely rate of household formation and population increase. Other information, such as the occurrence and number of unauthorised encampments experienced in Birmingham should also be taken into account. This contract will be for a period of 3-4 months commencing in March 2023 .
