Summary of the work Purpose is to get specialist IT support to assist with review, development and implementation of companywide IT Security, Strategy and Policy, followed by implementation and management of business IT requirements. Expected Contract Length Initial 12months with option to extend up to 12months depending on business need Latest start date Friday 1 March 2019 Why the Work is Being Done Purpose is to get specialist IT support services to assist with developing and implementing companywide IT Strategy and Policy including: -CIO advice and strategy (including review of existing Suppliers) -Strategic advice on IM and security, including document management policies and procedures, applicable to Public Sector bodies in Wales -Ongoing security audits and implementation of security fixes -Support to ensure TfW’s IT processes are compliant with all relevant regulations. -Project Management, Business Analyst and other relevant support as required ensuring D365 Configuration partner delivers a product that meets TfW’s needs within time and budget. Problem to Be Solved TfW is a rapidly expanding company that will employ 150 people by mid 2019 and 300 by 2021 and is constantly seeking to improve and innovate. TfW require specialist support with companywide IT Strategy, Policy and Security review, development and implementation. Who Are the Users As a user, we need to develop TfW's IT strategy and policy, so we can operate business activities to the strategy. Work Already Done TfW is current working with four external partner companies in the following respective areas: a) O365 Cloud services, management of day to day IT support issues, on-site and telephone helpdesk support, Internet, WiFi and desktop voice services. b) Configuration and deployment of D365 Cloud based system solutions. Phase 1 delivery of finance system replacing Sage 50. c) Management of Domain Names and DNS configuration dashboard. d) Current IT Security, Strategy and Policy initial review, and mobilisation support to D365 configuration team. Existing Team The specialist team will work with TfW's leadership team as well as TfW's other IT partners. Current Phase Not applicable Skills & Experience • Experience of developing and implementing a complex IT and information strategy within the Public sector • Demonstrate extensive knowledge of IT security standards within Welsh Public Sector environments • Provide experience of setting up processes in support of new ways of working within the Public sector • Provide experience of establishing new IT systems for a public sector office environment (ideally for a new organisation – as opposed to transforming existing IT systems for an established organisation) • Be able to deploy resources as required by 1st March 2019. • Provide suitably qualified resources (provide CVs) • Provide suitable case studies relating to similar services Nice to Haves Essential Skills and experience within the Welsh Public Sector Work Location Currently at Transport for Wales offices in Cardiff: 5th Floor, Southgate House, Wood Street, Cardiff, CF10 1EW Moving to new offices in Pontypridd summer 2020. Working Arrangments Working arrangements are anticipated to be between 0.5 and 4 Full Time people, dependant on adhoc business needs at any one time (call off as required), predominantly working onsite in TfW’s Cardiff Office face to face with TfW and our other IT partners. Rates are to include all expenses required to undertake the service. TfW reserves the right to award more than one contract for the requirements. Security Clearance All staff must hold or be prepared to undergo SC Security Clearance to operate on this project. Additional T&Cs TfW reserves the right to award more than one contract for the requirements. Will Transport for Wales (TfW) sponsor security clearance for project staff who do not currently have this? Where required, TfW will sponsor security clearance for project staff who do not currently have this. 2. Please can you confirm the identities of the 4 existing external suppliers referenced above, in line with normal Transparency regulations? The four current suppliers are:NSUK, SA Global, Demys Ltd, and Red Cortex Ltd. 3. We note the scope of CIO advice includes review of existing Suppliers. To provide an independent view and avoid conflict of interest, are existing suppliers therefore precluded from responding for this requirement? The Red Cortex contract will expire shortly and they are not precluded from responding to this requirement. The other three companies are precluded from responding to this requirement. 4. Can you please clarify that Welsh Public Sector experience is listed as "Nice-to-have" and therefore not essential? TfW can confirm that the Welsh Public Sector experience is listed as "Nice-to-have" and therefore not essential. However, please note the "Essential Skills and Experience" Public Sector requirements. 5. At this initial DOS stage, please explain the response required to "Provide suitably qualified resources (provide CVs)" within the 100 words answer? It is normally expected that full CVs would be assessed at the second stage of the selection process in line with the evaluation criteria. TfW confirm that CVs will be required and assessed at the second stage of the selection process and are not required in the 100 word response at this stage. It has been included in the "Essential skills and experience" section as they will be used to help evaluate technical competence requirements. 6. Please specify any differences in IT Security Standards between the Welsh Public Sector environment and that of the wider UK Public Sector environment, so it is ensured that experience of working to the correct standards TfW require is demonstrated. TfW will require the appointed Specialist IT Support supplier to provide advice on IT Security Standards within Welsh Public Sector environments. Potential suppliers must be able to demonstrate experience of working in a Public Sector environment and an understanding of any further Welsh Public Sector requirements, providing guidance on these. 7. "Provide suitably qualified resources (provide CVs)":Please confirm the format you would like to see the CV's in, i.e. 1 page or more, and also where the CVs are to be sent? There is no set format required other than CVs are to be no longer than 2 sides of A4 each in a font size that is readable on a printed out version. They are to be included as part of the written proposal requested at the second stage of the selection process. 8. The location is shown as 'Wales' but work set-up is Cardiff then Pontypridd. Will there be any requirement to work or visit anywhere other than these 2 locations? TfW can confirm that there is no requirement to work or visit anywhere other than these 2 locations stated in the Work Setup section. 9. TfW has requested CVs and case studies. Can TfW provide an email address so that these can be sent separately as it will be difficult to fit these within the 100 word limit for DOS responses? TfW confirms that CVs will be required and assessed at the second stage of the selection process and are not required in the 100 word response at this stage. It has been included in the "Essential skills and experience" section as they will be used to help evaluate technical competence requirements. 10. Can you please confirm how you would like to see case studies, or do would you prefer that these are covered off in the 100 word response? Full case studies will be required for the second stage, however, please include reference to your case studies in your 100 word response. 11. Please could you advise what budget has been set for this work? There is an indicative maximum budget cap of £200k for the first 12 months .
