Summary of the work Specialist is required to work in the Public Protection Directorate Project team to develop the user stories that the BA defines based on the project. The developer will develop the User screens, micro services to interact with a locally installed database & APIs. Required to work within security architecture guidelines. Specialist role Developer Expected Contract Length 24Months total-Initial 12months-further period up to 12monthsdepending on business need&performance. Latest start date Monday 7 January 2019 Maximum Day Rate The maximum day rate has not been given as we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. Who Speclialist Work With Specialist will be part of a Public Protection Directorate Project team working closely with the Technical Lead. Specialist will be required to work with multiple development teams and existing vendor to understand legacy and new data structures develop user screens and write micro services to manage the data in a secure environment. What Specialists Work On A specialist is required to work in the Public Protection Directorate Project team, working with the Tech Lead and BA to implement the user stories defined by the BA. The deliverables are the implementation of the users stories defined for the project. To configure application, data ingest, workflow and create personalisation request. Skills & Experience • Have demonstrable experience of successfully delivering digital solutions that collect and manage personal and/or sensitive information with appropriate controls and protection • Have demonstrable hands-on experience of Java, web application development, Micro services, postgresql, Git, Jenkins, Bash Scripting and Linux • Experience in working Agile methodologies, TDD (Test Driven Development) and (CI & CD) Continuous Integration and Continuous Delivery • Experience in developing SOAP and REST API consumers. • Experience in data encryption at rest and in transit. Nice to Haves • Have demonstrable experience of successfully and collaboratively working, coaching and sharing knowledge with Public Sector client teams, particularly those with limited agile development experience. • Have demonstrable hands-on experience in rules and configuration management engines. • Have existing, valid DV Clearance Work Location Her Majesty's Passport Office, based in Victoria, Westminster and Croydon, with occasional travel across the UK. Working Arrangments We expect the specialist to work collaboratively with existing in-house project teams that are transforming the HMPO business processes/applications. Service design and development must align with the HM Passport Office strategic technical architecture and technologies Work is based in London and will involve the supplier being on site 5 days per week to work collaboratively with HMPO teams. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to H.M. Passport Office Travel and Subsistence Policy Security Clearance DV Clearance is required. HM Passport Office will support the clearance process. Additional T&Cs Breakpoints to assess progress and quality will be set by mutual agreement. We expect this engagement to be outside IR35; however status is assessed on a case-by-case basis. We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. 2. What is the daily rate for this role? The maximum day rate has been left blank intentionally, we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. 3. Is there a current incumbent? There is no incumbent in post. This is a new role. 4. Which programme or area of HMPO will the developer work in? Is any domain knowledge of the area required? The Developer will work in the Public Protection Directorate Project Team within HMPO. No knowledge is required. 5. Can you please give some examples of rules and configuration management engines that may be used? We have not decided on particular tools, technologies and patterns for rules and configuration management and will discuss it with the shortlisted suppliers in next stage of evaluation. 6. Will you consider strong candidates that hold active SC clearance, with the intention that there is some work that can be completed (whilst holding SC) whilst the DV clearance is in process? Please submit the most suitable candidate with the relevant skills for the role. DV Clearance is required for this Developer job role ending 8001.HM Passport Office will support the clearance process. 7. Are you able to share with us who the existing vendor is please? This is a new role. There is no incumbent in post. 8. I've noticed that on the Developer requirement ending 8005 the clearance required is SC whereas this one is DV. Can you confirm the clearance level that will need to be achieved for this position? DV Clearance is required for this Developer job role ending 8001. SC Clearance is required for the Developer 1 job role ending 8005. 9. For consultants without current DV Clearance, how long do you envisage the process taking (approximately) with your support? This is also useful to know for any consultants who may not have been through the process in the past – thank you DV Clearance takes up to 80 working days. HM Passport Office will support the clearance process. 10. Will the majority of the work be based in central London or Croydon, as multiple offices are mentioned? The majority of the work will take place in London, Victoria. 11. If a candidate has existing DV Clearance, will they be able to start before January? In our experience, candidates will be looking to start ASAP. Yes, if a Candidate has existing DV Clearance then we will be looking for them to start ASAP before January. 12. Are you able to be more specific about the location of the work or weighting as Victoria/Westminster is a distance wrt Croydon. The majority of the work will take place in London, Victoria.
