Description

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. PfH is a contracting authority under Regulation 2 of the Public Contracts Regulations 2015 (‘PCR 2015’) and a central purchasing body under regulation 37 PCR 2015. PfH are seeking to establish a framework agreement for planned maintenance and property reinvestment. Lot Lot 1: Windows and Doors — Supply Only The following minimum requirements of this lot include but are not limited to: • national geographical coverage to supply windows and doors products to a potential 900 plus PfH members (including those with multiple sites) in England, Wales and Northern Ireland; • a core list of Windows and Doors items including but not limited to the supply of; UPVC windows and doors, composite doors, fire rated doorsets, timber windows and doors, secondary glazing and all other associated products, services and works; • will require any fire doorsets to be CE Marked and fully tested on a primary basis by a UKAS accredited test house. Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years or will be project based. However, PfH members will be free to select the most appropriate contract period for their needs which may vary from these expected periods. It is the intention of PfH to award to 5 suppliers on this lot, although PfH reserve the right but not the obligation to alter this number depending on the Tenders submitted. Lot Lot 2: Windows and Doors — Supply and Install The following minimum requirements of this lot include but are not limited to: • National geographical coverage to supply windows and doors products, services and/or works to a potential 900 plus PfH members (including those with multiple sites) in England, Wales and Northern Ireland; • a core list of windows and doors items including but not limited to the supply and installation of; UPVC windows and doors, composite doors, fire rated doorsets, timber windows and doors, secondary glazing and all other associated products, services and works; • FENSA, CERTASS or equivalent will be required for window installations; • will require any fire doorsets to be CE Marked and fully tested on a primary basis by a UKAS accredited test house. They should also be installed in line with manufacturers requirements and with 3rd party accreditation such as Exova BM Trada – the Q Mark scheme or Certifire (scheme for Complete doorsets) or through LPCB Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years or will be project based. Lot Lot 3: Kitchens — Supply Only The following minimum requirements of this Lot include but are not limited to: • national geographical coverage to supply Kitchen products and/or services and/or works to a potential 900 plus PfH members (including those with multiple sites) in England, Wales and Northern Ireland; • a core list of Kitchen items including but not limited to the supply of; kitchen cupboards, units, worktops, sinks and all other associated products, services and works contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years or will be project based. However, PfH members will be free to select the most appropriate contract period for their needs which may vary from these expected periods. It is the intention of PfH to award to 5 suppliers on this lot, although PfH reserve the right but not the obligation to alter this number depending on the Tenders submitted. Lot Lot 4a: Planned Maintenance and Property Reinvestment Works (National Contractors) The following minimum requirements of this lot include but are not limited to: • national geographical coverage to supply planned maintenance and property reinvestment works to a potential 900 plus PfH members (including those with multiple sites) in England, Wales and Northern Ireland; • all works covered by Nat Fed Planned Maintenance and Property Reinvestment Works version 7.1 and any other associated products, services and works; • FENSA, CERTASS or equivalent will be required for window installations; • will require any fire doorsets to be CE Marked and fully tested on a primary basis by a UKAS accredited test house. They should also be installed in line with manufacturers requirements and with 3rd party accreditation such as Exova BM Trada – the Q Mark scheme or Certifire (scheme for Complete doorsets) or through LPCB; • gas safe will be required for gas works; • NECEIC will be required for electrical works. Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years or will be project based. Lot Lot 4b: Planned Maintenance and Property Reinvestment Works (Regional Contractors) North West The following minimum requirements of this Lot include but are not limited to: • regional geographical coverage to supply planned maintenance and property reinvestment works to PfH members (including those with multiple sites) in the North West of England; • all works covered by Nat Fed Planned Maintenance and Property Reinvestment Works version 7.1 and any other associated products, services and works; • FENSA, CERTASS or equivalent will be required for window installations; • will require any fire doorsets to be CE Marked and fully tested on a primary basis by a UKAS accredited test house. They should also be installed in line with manufacturers requirements and with 3rd party accreditation such as Exova BM Trada – the Q Mark scheme or Certifire (scheme for Complete doorsets) or through LPCB; • gas safe will be required for gas works; • NECEIC will be required for electrical works. Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years or will be project based. Yorks and Humber) of England; • all works covered by Nat Fed Planned Maintenance and Property Reinvestment Works version 7.1 and any other associated products, services and works; • FENSA, CERTASS or equivalent will be required for window installations; • will require any fire doorsets to be CE Marked and fully tested on a primary basis by a UKAS accredited test house. They should also be installed in line with manufacturers requirements and with 3rd party accreditation such as Exova BM Trada – the Q Mark scheme or Certifire (scheme for Complete doorsets) or through LPCB; • gas safe will be required for gas works; • NECEIC will be required for electrical works. They should also be installed in line with manufacturers requirements and with 3rd party accreditation such as Exova BM Trada – the Q Mark scheme or Certifire (scheme for Complete doorsets) or through LPCB; • gas safe will be required for gas works; • NECEIC will be required for electrical works. Gtr London and East Anglia) region of England; • all works covered by Nat Fed Planned Maintenance and Property Reinvestment Works version 7.1 and any other associated products, services and works; • FENSA, CERTASS or equivalent will be required for window installations; • will require any fire doorsets to be CE Marked and fully tested on a primary basis by a UKAS accredited test house. They should also be installed in line with manufacturers requirements and with 3rd party accreditation such as Exova BM Trada – the Q Mark scheme or Certifire (scheme for Complete doorsets) or through LPCB; • gas safe will be required for gas works; • NECEIC will be required for electrical works. They should also be installed in line with manufacturers requirements and with 3rd party accreditation such as Exova BM Trada – the Q Mark scheme or Certifire (scheme for complete doorsets) or through LPCB; • gas safe will be required for gas works; • NECEIC will be required for electrical works. Lot Lot 4g: Planned Maintenance and Property Reinvestment Works (Regional Contractors) Wales The following minimum requirements of this lot include but are not limited to: • regional geographical coverage to supply planned maintenance and property reinvestment works to PfH members (including those with multiple sites) across the whole of Wales; • all works covered by Nat Fed Planned Maintenance and Property Reinvestment Works version 7.1 and any other associated products, services and works; • FENSA, CERTASS or equivalent will be required for window installations; • will require any fire doorsets to be CE Marked and fully tested on a primary basis by a UKAS accredited test house. They should also be installed in line with manufacturers requirements and with 3rd party accreditation such as Exova BM Trada – the Q Mark scheme or Certifire (scheme for Complete doorsets) or through LPCB; • gas safe will be required for gas works; • NECEIC will be required for electrical works.
