Description

The Council has awarded three contracts to deliver supported housing services in Hampshire for working age adults who experience severe and enduring Mental Health challenges. The cohort will also include young people coming through transition (16plus) and people with secondary support needs for example Learning Disability, Physical Disability, Substance Use issues and Autism Spectrum Conditions. Access to the services will be via a Care Act 2014 assessment. The support provided will focus on developing greater self-reliance and independence to: -Enable better self-management of Mental Health -Facilitate access to work, education, or training -Build social networks and develop positive relationships -Safely manage any substance misuse issues, thoughts/feelings about and suicide and/or self- harm. -Improve physical health and wellbeing The Council recognises that services will change and evolve during the life of the contract, therefore we want to work with Providers who can understand, respect and respond to the needs of those who will benefit the most from these services. The Provider and HCC will agree to regularly keep support services under review with a formal cycle of service reviews over the life of the contract to take place every two years. The review will be undertaken in partnership with the Provider and will look at all aspects of the service including the appraisal of the accommodation on offer to ensure it remains fit for purpose and meets the needs of a diverse range of people with mental health and other secondary support needs. The procurement was run using a call-off procedure from Hampshire Accommodation Development and Support Options Model (HADSOM) - Care and Support, In-Tend reference AS10870 S&C. The Services were tendered in 3 lots covering separate geographical locations across Hampshire: Lot 1 North Hampshire; Lot 2 West Hampshire; and Lot 3 East Hampshire. One contract has been awarded per lot, with three contracts awarded in total. Each contract has an initial term of 5 years, with the option at the Authority's sole discretion to extend for an additional period not exceeding five years in total, giving a total maximum contract term of 10 years. This award notice relates to Lot 3 East Hampshire only. The annual contract value for Lot 3 East Hampshire is £635,110.
