Expressions of Interest for the Provision of Infertility Treatment Services Across the East Midlands Region.

NHS Arden & Greater East Midlands Commissioning Support Unit (NHS Arden & GEM CSU) on behalf of the East Midlands Clinical Commissioning Groups which includes NHS Derby and Derbyshire Clinical Commissioning Group (DDCCG), NHS Nottingham and Nottinghamshire Clinical Commissioning Group (NNCCG), NHS Lincolnshire Clinical Commissioning Group (LCCG) and NHS Northamptonshire Clinical Commissioning Group (NCCG) (referred to as “the Commissioners or CCGs”) are inviting Expressions of Interest from suitably qualified providers capable of delivering Infertility Treatment (Invitro Fertilisation and Intracytoplasmic sperm injection - IVF & ICSI) Services for the patients registered with member GP Practices of the CCG’s, for which they are the responsible Commissioner. Lot 1: Expressions of Interest for the Provision of Infertility Treatment Services Across the East Midlands Region. IVF can be a legitimate medical intervention as part of NHS provision where there is a medical reason for being unable to conceive a child. It may not always be possible to identify the precise nature of the medical reason and thus, infertility is defined as failure to conceive after frequent unprotected sexual intercourse for one to two years in couples in the reproductive age group or by undertaking the number of Donor Insemination cycles defined in the CCG’s local policy without conceiving or by having a defined tubal blockage thereby preventing conception. The aim of the service is to ensure that all Patients or service users eligible for NHS funded specialist fertility services in line with the Greater East Midlands Commissioning Policy for IVF/ICSI are treated in line with the policy and guidance issued by the Department of Health, Infertility Network and the revised NICE Guidance (CG 156) published in 2017. The service will provide IVF/ICSI in line with the East Midlands policy, commencing with ovarian stimulation and deemed to be complete when all viable fresh and frozen embryos resulting from that stimulation have been transferred. The aims and objectives of the IVF/ICSI Services are: • To help patients with subfertility to achieve a successful pregnancy • To offer assessment and treatment for patients with subfertility • To provide a quality, safe, cost effective, IVF/ICSI service ensuring that the risk of infection and other complications to service users is minimized. • To provide a personal service sensitive to the physical, psychological and emotional needs of service users. • To ensure effective communications between service users and the service providers. • To develop and implement data collection and monitoring processes which provides fertility services intelligence to support the future commissioning of fertility services The aim of this Expression of Interest is to; 1. Allow the market visibility of the proposed opportunity; 2. Support the CCGs informed decision making on the future commissioning of this service (as applicable); 3. To help refine the future commissioning and procurement approach and; 4. To gauge the level of interest from the market of capable providers with capacity across the East Midlands region to deliver the services illustrated above. Bidders who have expressed an interest in this market testing exercise will have the opportunity to submit a separate response to the Contract Notice as applicable. The deadline for Expressions of Interest responses is by 5pm 23rd July 2021. Please note this is a market testing exercise and does not commit the CCGs’ to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Only fully completed questionnaires will be regarded as an Expression of Interest. Organisations only reviewing the information, and/or part completing the questionnaire will not be considered to be an actual Expression of Interest
