Summary of the work Acas require a multidisciplinary team to extend our new beta service in Symfony to help representatives submit large group claims to employment tribunal, enabling improved resolution rates and better experience for users. Also require support to transition the service into public beta to operational teams including documentation and knowledge transfer Expected Contract Length 8 months with the option to extend an additional 4 months Latest start date Monday 30 May 2022 Budget Range Up to £600,000 Why the Work is Being Done "Tell Acas about an employment tribunal claim" is a statutory service that allows employees and employers with an employment dispute to access early conciliation and/or a referral to the employment tribunal ("notification") The notification service can be found at https://tell.acas.org.uk/ and the large group claims service at http://www.acas.org.uk/group-notification The service is built in Drupal 8 with integration into Dynamics - used as a case management system by Acas conciliators who seek to resolve cases at this stage or following formal submission of the case at the Employment tribunal. A new service for individual claimants based on GDS design patterns and developed in Symfony is currently in a private beta with an incumbent supplier. This work will look at extending the service to large group claimants, as well as continued support through private beta assessment. Problem to Be Solved The supplier team will help design and deliver a new journey for representatives submitting large group claims to Acas making sure they provide the right information to ensure successful allocation to specialist teams and reducing the need for manual interventions. They will also work with us in public beta to transition the service to operational teams through documentation, training and support. Who Are the Users As a representative of a group of claimants, I need to provide information of the claimants and their claim so that a conciliator can effectively handle the case As a conciliator I need parties to process correct legal and representation details so that I can avoid jeopardising their case, progress the case swiftly and reduce the risk of running out of time Work Already Done A discovery was completed in Spring 2021 to map the entire end to end service. The discovery has resulted in a programme of work to transform the individual dispute resolution service, incuding the notification element which can be found at https://tell.acas.org.uk. Individual claimant notification has passed the alpha phase and is now in private beta through a separate contract. Existing Team The existing team consisting of contractors and in house staff, includes a product manager, subject expert, technical and devops roles, design, user research and delivery. Current Phase Beta Skills & Experience • 3 years' + expertise in iteratively, prototyping, designing and building services which meet both user needs and the GOV.UK guidelines for content design, service design and accessibility (30%) • 1 years' + experience of developing a user-facing service in Symfony (30%) • 1 years' + experience of integrating a service with Dynamics CRM (10%) • Evidence of successfully developing a large scale multi-channel user-facing service through beta phase (20%) • Proven track record of service delivery in a complex multi-supplier environment (10%) Work Location Remote/Windsor House, Victoria St, London SW1H 0TL Working Arrangments The supplier team will work 36 hours per week during normal office hours. Acas will supply Office accounts and multi factor authentication to be used on supplier devices. The project will be remote with regular travel (up to 2 days a week) to London. Security Clearance All must have BPSS as a minimum. Additional T&Cs Acas will pay travel expenses to locations outside London. All expenses must be pre-agreed between the parties and must comply with the Acas Travel and Subsistence (T&S) Policy.
