Summary of the work Development of the RAF Personnel Data and Information Exploitation Programme Specialist role Developer Expected Contract Length 1 year Latest start date Monday 3 February 2020 Maximum Day Rate £800 Early Market Engagement There is a team delivering the core outcomes; an RAF specific developer is needed. Who Speclialist Work With RAF, Navy and Land Command Service and Civilian personnel, other contractors and support organisations operating in or contributing to the personnel management environment What Specialists Work On "To lead and undertake application design and development work for the Oracle and related applications to deliver and sustain the RAF Personnel Information Exploitation Programme, its derivatives, sub-projects and related support activities. " Skills & Experience • Skilled and experienced designing and building role based custom security components in Apex. • In depth understanding of the HR data sets. • Multiple full life cycle software project experience from initial design to build, deployment and testing. • Agile methodology adoption in projects. • Running user workshops and liaising with business users in requirement gathering. • Skill in translating business objectives and ensuring the implementation is correctly aligned to requirements. • Data Warehousing architecture, design and data structure modelling. • Data Integration using extract transform load tools with in depth understanding of Oracle Data Integrator • Skilled and experienced in front end application development using Oracle Application Express • Skilled in Oracle Business Intelligence (12c) repository design and data analytics via dashboards and interactive reporting capability • Skilled in Oracle Business Intelligence Publisher 12.2.1.1.0 for published reporting and bulk document generation • Experienced in the use of Oracle Database 18.0.0.3. • Experienced in the use of Oracle APEX 18.1. • Experienced in the use of ODI 12.2.1. • Experienced in Oracle Linux 7. Nice to Haves • 1. To be proficient in installation, architecture and migration of Oracle applications • Experience with Oracle databases, SQL, PL/SQL, XSLT, HTML, JavaScript, Apache 2.4, Tomcat, WebLogic and Oracle DBA skills • Experience in the development and execution of unit tests and automated web browser tests • Experience working in development teams, working with the Product Owner, requirements analysts and testers on an ongoing basis • Experience running sprint planning meetings, daily stand-ups and retrospectives and demonstrating software solutions to stakeholders during sprint reviews • Experience in the production of technical documentation to support the application to the standards specified by the IAS Software Development Standards • Experience in the production of user stories • Experience of the RN and Army data warehouse structures • In depth understanding of the HR data sets for Ministry of Defence Armed Forces (JPA) • Experience in ensuring developed applications successfully transitions through system testing for subsequent deployment into a live hosting environment • Experience in the use of ORDS 18.3.0 including rest API ’s and OAUTH2 security • Experience supporting data requirements for Data Science, Engineering and Analytics activities including NOSQL and HDFS • Co-technical team leadership incorporating overseeing and coordinating the outputs from mixed capability teams • Knowledge of project management and skilled in team leadership Work Location Whale Island, Portsmouth with some travelling to Land HQ at Andover and other sites as required. Working Arrangments The developer will be working in a team, with outcomes generated by the Authority. Security Clearance SC to be in place at contract start date. Additional T&Cs "In addition to the day rate, an additional £2k is available for T&S in line with current MoD rates. A Cyber Risk Assessment has been raised for this requirement under Assessment number RAR-2SEW455B. The Cyber Risk Level has been classed as moderate. You must submit a Supplier Assurance Questionnaire against this, at https://supplier-cyber-protection.service.gov.uk/ A security aspects letter applies for information classified up to secret. The IR35 legislation does not apply to this engagement." The supplier could then use GFE to work on the clients more sensitive MODII (e.g. through provision of access to a MODNet device)? The Cyber Risk has been re-assessed today (18/12/2019) as low.
