Summary of the work Further development based on a phased delivery plan for existing Fisheries and Seafood Support digital service (based on existing supplier proprietary platform, Leidos), delivering Agile development capability for new requirements and functionality. Latest start date Monday 4 January 2021 Budget Range £174,000 Why the Work is Being Done On the 1st January, the system needs to be fit for purpose to allow individual fishers and companies in the industry to apply for project funding across a range of categories. The system will have MVP functionality on 1st January, with Phase Two of development covering improvements and new features to the platform. There has been an initial phase of development which has built upon an existing system and an MVP has been delivered. Problem to Be Solved MMO are looking for a Supplier to further develop an existing system and require a supplier to undertake the associated activities for the next planned phase of development. Further development is required to add the following: •Capability for users to submit the application online with an e-signature and associated features •Enhanced reporting tool for MI •Data model mapping, implementation of the model and changes to grant rate structures •Any other improvements and/or additional functionality to meet new requirements for the funding system The system will need to be supported in the live environment working to an agreed SLA. Who Are the Users Users in the fishing industry need to access a digital system to apply for relevant project funding to improve their businesses. The MMO Grants Team need a system to process applications for that funding and to provide accurate MI on the activity. Early Market Engagement The existing service provider has been contacted to confirm that the service can be further developed within the timescales set out in this opportunity. Work Already Done An existing grant application service has already been procured and configured aligned to MMO requirements, which is configurable for further requirements and additional features. Existing Team Existing team is a combination of MMO Tech Delivery Lead, Business Analysts and QA, plus development and Tech Lead resource from Leidos. Current Phase Live Skills & Experience • Have previous experience developing & configuring Leidos platform • Be able to provide ongoing support for Leidos FaSS service • Have experience designing GDS-compliant systems targeted at users with low digital literacy • Have understanding of Fisheries support funding schemes and processes • Agile software development Work Location Remote working is expected. Working Arrangments Call-off arrangement for Agile delivery, where requirements will be prioritised and grouped into meaningful sprints for supplier to work on. Standard Scrum ceremonies in fortnightly cycle to be observed - backlog refinement (10%), sprint planning, retrospective, review, daily stand-ups Security Clearance SC Level for Production Level Engineers. No. of Suppliers to Evaluate 3 Proposal Criteria • Timescales for delivery - able to mobilise within 1 month and deliver Phase Two for go-live on 1st April 2021 • Cost - no mobilisation or setup costs for new grants management platform Cultural Fit Criteria Able to work collaboratively with MMO team to interpret and deliver requirements, and transition developed service to Leidos BAU support team Payment Approach Time and materials Evaluation Weighting Technical competence 50% Cultural fit 5% Price 45% Questions from Suppliers 1.
