This procurement was run under the competitive procedure with negotiation (‘CPN’) in accordance with Regulation 29 of the Public Contracts Regulations 2015. Please see II.2.4) for further details. Worcester City Council is inviting tenders for the provision, installation and maintenance of CCTV cameras.The existing CCTV system has a large number of analogue cameras and small number of digital cameras linked to an existing Avigilon Video Management System (VMS). Cameras will be replaced by new HD PTZ and panoramic cameras. The Council is also inviting bidders to propose additional services. The approximate contract value without additional services is 540 000 GBP. The total approximate value of additional services which the Council may, at its sole discretion, incorporate into the contract shall be approximately 500 000 GBP. This procurement is being run under the competitive procedure with negotiation (‘CPN’) in accordance with Regulation 29 of the Public Contracts Regulations 2015. Under this CPN route, the Council has the option to negotiate with bidders, but the Council equally reserves the right not to negotiate and instead to award a contract based on a bidder’s initial submission, if it is satisfied that submission meets its requirements and the published evaluation criteria. The CPN may take place in successive stages in order to reduce the number of tenders to be negotiated by applying the award criteria specified in the invitation to tender and/or the Council may invite all bidders to participate in successive rounds of negotiation. Worcester City Council has an existing CCTV system with a large number of analogue cameras and small number of IP cameras linked to an existing Avigilon Video Management System (VMS). The Council wish to carry out the following work: (i) upgrade the analogue cameras to digital IP cameras; (ii) use a mixture of new Pan/Tilt/Zoom cameras and new panoramic (180/360 degree cameras); (iii) replace the analogue fiber optic transmission network with a digital IP network with spare capacity for additional cameras and public wifi; (iv) upgrade the video recording system with extra disk space and licences; (v) take out a maintenance contract for the new cameras and new digital transmission network and any existing systems that are being retained; (vi) dispose of old equipment (to include cameras, cables and power supplies); (vii) all new equipment must be fully compatible with the existing Avigilon VMS system. The authority also invites bidders to make a proposal for ‘Additional Services’ which may be procured under this contract, during its term. The authority contemplates that during the term a number of changes to its requirements might occur and there may be an option for the authority, with the agreement of the successful bidder, to procure Additional Services under the awarded contract. For example: — a whole or partial refresh of equipment to take account of changing technologies, law or best practice, — an extension of the geographical reach of the existing CCTV network within the city area, — an extension of facilities provided from the control centre, — an extension of the services or equipment which could be provided to other partner organisations working with the authority on CCTV and security matters in the city. Bidders are invited to indicate whether they would be able to provide the Additional Services above and what pricing methodology and other considerations they would apply. Bidders can also suggest other Additional Services which could add value to the authority or its partner organisations or to the services being provided under this contract. Proposals for Additional Services will not be scored during the evaluation of bidders’ submissions. However a bidder’s methodology for pricing and considering requests for Additional Services will form part of any successful contract awarded.
