Next Generation Contracts - NCDS Operating Model Assessment

Summary of the work The NCDS require a specialist Supplier to conduct an organisational review to assess the current operating model, ways of working, and workforce strategy to help shape a future model for NCDS that addresses current strategic drivers. Expected Contract Length Initially between September/October 2022 and March 2023, maximum contract of 24 months. Latest start date Monday 26 September 2022 Why the Work is Being Done NCDS currently has an Operating Model that was created a number of years previous and has not been updated to reflect the changes in the Communications Data and Lawful Intercept space. We now require an organisational review to assess the impacts of changes in policy, technology, Ways of Working, Workforce Strategy, and other strategic drivers. The outcomes of this opportunity will be the recommendation of a revised Target Operating Model; presentation of a Delivery Model Assessment; provision of indicative costs for a preferred Delivery Approach; exploration of constraints that may impede implementation of the Target Operating Model; and the development of an implementation/transition plan. This work is in support of our Next Generation Contracts (NGC) project which aims to improve strategic alignment, provide flexibility to respond to changes in Policy, products and our Workforce, maximise Return on Investment, encourage joint working, and enhance systems and service integration. The outcomes of this Opportunity will help feed and/or shape the strategic requirements for the NGC project. Problem to Be Solved • DEFINITION – >> Using a detailed understanding of strategic context, provide assessments of the impact of the drivers for change (the policy and operational and tech environments) >> Submit a report with recommendations to mitigate threat and exploit opportunities >> Develop and obtain agreement on the Mission, VIsion and End States necessary to design the Target Operating Model • DESIGN – >> Translate the end states and use operational stories to bring the design into life. >>Design and make recommendations for a Target Operating Model that provides the right services and delivery approaches ( Delivery Model Assessment) >> Set out how NCDS will be organised and a financial model to support this. >> Produce Core process maps describing the flow of activities. >> Set out the constraints that may impede implementation of the Target Operating Model >> Present a high level plan for the implementation of changes required for the new operating model including assimilation/transition and knowledge transfer. • DELIVERY – >> Support the implementation and upskilling of the business design and integration functions necessary drive out risk, increase delivery assurance, accountability and pace and accelerate benefits realisation. >> Produce RAID and RACI for next steps Who Are the Users NCDS sit within the Home Land Security Group and are key stakeholders in the Communications Data Lawful Intercept (CDLI) Service Partnership; a multi-agency collaboration (between Home Office, NCA and GCHQ) led by the Homeland Security Group. The Partnership provides Law Enforcement Agencies (LEAs) , UK Intelligence Community (UKIC) and relevant Public Authorities with sustained access to the communications related data and other Lawful Intercept and Targeted Equipment Interference capabilities required to progress operations to detect and disrupt criminality, prosecute the perpetrators, protect the vulnerable and save lives. NCDS need an assessment conducted of the existing operating model and what needs to be changed and improved in order to better align to changes in the Partnership and the Communications Data and Lawful Intercept sector. Early Market Engagement We have recently concluded the first round of Market Engagement for the NGC project. This work will support the feedback we have received so far and allow us as to further test our requirements and delivery approaches ahead of the procurement(s) for NGC. Existing Team There is no existing team. Given limited capacity, NCDS will provide leadership and direction and arrange access to the right people and information as requested by the Supplier. The expectation is that this outcome will be delivered solely by the Supplier. Current Phase Not applicable Skills & Experience • Evidence your experience reviewing customers' Operating Models and translating vision and strategy into design criteria necessary to support transformation. • Evidence your experience conducting Client Mapping and value chain analysis to obtain an understanding of the customer offer, the split into live services, products and programmes, and the stakeholder/operational experience. • Evidence your experience working with customers on capability mapping and capability building, including what “resources” are needed and how they should be organised. • Evidence your experience supporting customers in developing Supplier Matrix and designing SIAM functions. • Evidence your experience planning business change in regards to assimilation and transition to new ways of working. • Evidence your experience working on Organisational Design within a government department facing challenges and constraints with the recruitment of Civil Servants and dealing with uncertainty at strategic level. • Evidence your experience working with customers on Should-Cost Models for sourcing DDaT related capabilities and the associated management and advisory services required to build and sustain mission-critical and time-bound systems. Nice to Haves Please evidence your experience working on projects in the Communications Data or Telecommunications sector and/or Law Enforcement. Work Location Base location 2 Marsham Street, London, SW1P 4DF. Working Arrangments Flexible/hybrid working with face-to-face team meetings at our base location or Home Office premises in Manchester as required. The Supplier may work at their offices or at home, and are only required to attend Home Office locations for face-to-face meetings as required and requested. Security Clearance SC is required for all members of the team. Given current timescales for receiving clearance, please consider proposing individuals with existing SC wherever possible. Please note, if individuals do not possess Home Office SC they will have to go through a Confirmation of Clearance process before they can start work. No. of Suppliers to Evaluate 3 Proposal Criteria • Demonstrate your proposed team's skills in Organisational Design - Describe the proposed team structure and for each role include work history, clearance status and where their individual expertise.(25) • Describe how you will approach dealing with complex organisations, systems and service integration (15). • Describe how you will approach dealing with uncertainty and the flexibility to adapt to change (Policy, People and Products) (15) • Describe how you will deliver value for money for the Buyer across the contract term, such as free of charge resource, duration/volume based reduced margins, or alternative approaches (10). • Describe how your design approach will reflect the strengths, weaknesses and approaches of our people (10). • Target dates are to undertake and present first review Oct/Nov 2022, with full recommendation presented Feb 2023. Describe how you intend to meet timescales, highlighting key dependencies on the Buyer(10). • Describe how you will enable your approach/methodology to be adapted/utilised/reused, should similar activities be undertaken by the Buyer in the future (5). • Long-term changes delivered to improve workplace conditions, utilising what’s been learned during COVID-19 recovery, to enable a more resilient and efficient workforce with increased support for the health and wellbeing(10) Cultural Fit Criteria • Describe how you will consider the direct and indirect impact on staff from the major organisational changes that will be implemented • Please evidence how you will conduct the review in a manner which minimises the resourcing required from the Authority to deliver the outcomes Payment Approach Capped time and materials Assessment Method Presentation Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. Is there an incumbent supplier? For this particular opportunity there is no incumbent as this is a new piece of work. Within the organisation there are a number of suppliers delivering services that will support the review, and therefore will need to be consulted. 2. Can the Authority please clarify whether the successful supplier for the NGC NCDS Operating Model Assessment contact will be permitted to tender for any or all of the Lots under the main NGC contract when offered to the market? The Authority can confirm that the successful bidder on this opportunity would not be excluded from future NGC work. Whilst this is supplementary, it will indirectly shape the feel of NGC. 3. We note that the timelines for this opportunity are extremely tight, is there any flexibility at all? Example being if down selected we would only have 9 days to submit a technical response followed by presentations. Unfortunately we are unable to flex the timelines due to the urgent nature of this week. The Authority needs to be in a position by February 2023 to have a full recommendation to start to implement. We note that we have only allowed for 9 days for the Tech response and Presentation. (1st Sept to 13th Sep for bids and presentation). We apologies in advance for the timescales but we are unable to change. 4. Will the successful bidder be precluded or restricted in any way from the NGC procurement when this comes out to market? Please refer to question and answers on the 12th Aug 2022. We have confirmed that the successful bidder will not be precluded from the future NGC opportunity. 5. Please can you provide an end to end timeline for this opportunity? 1. Closing Date - 25th August 20222. Notification of Shortlist - 1st Sept 20223. Proposal Submission Deadline - Midday 13th Sept 20224. Supplier Presentations (Cultural Fit only) - Afternoon of 13th Sept5. Award Notification - 16th Sept 2022 6. Please can you clarify specifically what is meant by Client Mapping? Assumed that this refers to the activity to map out the as-is structure, operations and staff/client/user journeys. Client Mapping - Yes - a technique used to to help understand the levels/influences/user journeys in the organisation to understand how delivery processes can be improved 7. Whilst we are confident that we can deliver against the published opportunity, it is difficult, to assess, from the information provided, the volume of work required or indeed client expectations with regards to size of the team. Can you please provide a budget range for the initial 6 months and the expected size of the team? £150 - £200k is the estimate cost range for the initial 6 month period. We are not setting expectations around the size of the proposed team - this is to be decided by Suppliers. 8. In the following question you refer to ‘resources’. Can you please clarify what you mean by ‘resources’? Question: Evidence your experience working with customers on capability mapping and capability building, including what “resources” are needed and how they should be organised. In relation to this question, we are seeking experience in how to size and shape the NCDS Organisation structure taking into consideration the DDaT Review, CS25 and the future Target Operating Model. How should an organisation look and feel in order to deliver it's Model 9. Will NCDS resources form part of the project team? There will be limited resources from the Authority to support the work required, The NGC Project Team will assist as much as possible with the winning Bidder, but account for limited support from the Authority
