Summary of the work A discovery exercise as part of a wider approach to transforming SRH & HIV services in Greater Manchester, wherein an ambition exists to potentially develop a pan-GM digital service that augments the current clinic-based services providing an innovative alternative e-healthcare offer. Expected Contract Length 15 weeks Latest start date Thursday 30 January 2020 Budget Range £40k – 55k (excluding VAT) Why the Work is Being Done An independent review during 2018/19 found significant risks and challenges within the Greater Manchester SRH and HIV system, whilst also identifying a range of strengths and opportunities to redesign the system and make it fit for purpose for 21st Century needs. The rapid expansion in the number of providers of online sexual health services has enabled and empowered users to access their healthcare in more ways than through a face-to-face consultation with the healthcare professional. GM wishes to take advantage of these emerging opportunities by exploring options for a single pan-GM offer. Problem to Be Solved Over the past 18 months a number of existing specialist SRH and HIV service providers across GM have implemented some elements of a digital offer. These developments provide advice and guidance, online test kits for STIs and HIV, but do not provide a consistency of approach or the breadth of offer GM want. GM would like to explore the possibilities of moving towards a GM-wide digital offer that maximises the opportunity to fully explore the art of the possible, identifies innovative and creative opportunities that are currently unprecedented in England, meets unmet needs, and maximises opportunities available. Who Are the Users People within GM who have or suspect they have a sexual and / or reproductive health issue or HIV. Health care staff who provide sexual and / or reproductive health / or HIV services. GM also wish to work with local authority users and end users of 2 or more existing sexual and reproductive health platforms to understand their experience of integrating existing online services with offline service provision. Early Market Engagement None Work Already Done GM commissioned a review into the sexual and reproductive health system and are designing an integrated city-region model. GM have done some initial market research and a brief review of what other local health economies are doing in this space. Following the independent review during 2018/19, work has been ongoing to draft a business case which looks at the opportunity to develop a pan-GM digital offer. This will be shared with shortlisted bidders at the RfP stage. Existing Team The work will be undertaken with the Population Health Transformation Team at Greater Manchester Health and Social Care Partnership, the 10 GM Directors of Public Health and the local sexual health commissioners from across the 10 GM areas Current Phase Not started Skills & Experience • E1) Recent (within the last 3 years) experience of discovery or alpha user research in sensitive topics such as SRH and HIV • E2) Recent (within the last 3 years) experience of discovery or alpha business analysis of healthcare services • E3) Recent (within the last 3 years) experience of the analysis of the design and / or adoption of existing digital health platforms • E4) Recent (within the last 3 years) experience of the analysis of the migration of public services to digital platforms • E5) Recent (within the last 3 years) experience of developing economic cases for the adoption of public services that integrate digital and physical user journeys • E6) Recent (within the last 3 years) experience of understanding complex networks of physical public services and associated databases • E7) Demonstrate recent (within the last 3 years) experience of understanding and complying with accessibility standards Nice to Haves • N1) Experience of researching healthcare organisations. • N2) Experience of working with public sector organisations such as local government and local health bodies. • N3) Experience of working in Greater Manchester • N4) Experience of the cultural, social, and practical issues associated with SRH and HIV services Work Location The work can be performed from any location but is likely to be co-ordinated by staff in Greater Manchester’s Offices in Manchester City Centre and will require engagement across all ten GM localities. Working Arrangments Work may be carried out from multiple locations including the Supplier’s offices. Attendance at Greater Manchester’s Offices in Manchester City Centre and in other locations around Greater Manchester will be required for meetings. Supplier staff are expected to be on-site at Greater Manchester locations sufficient to manage relationships with senior stakeholders; the exemplar project team and users; and, stakeholders and users in other organisations so that the outcomes of the project may be met. A: User Research can start as soon after the commencement date, likely to be Thurs 30 January, as is practicable taking into account the identification of user research participants etc. 2. Will you be following the DOS guidelines when it comes to skills/experience examples by only wanting/allowing one example per skill/experience 100 words? Or will you want/except more than one example per skill/experience 100 words. Bidders may use one or multiple examples per question and may re-use examples for multiple questions. 3. What are the timelines for this procurement? Have you considered how to access the users? For instance do you already have a list to people within GM who have or suspect they have a sexual and / or reproductive health issue or HIV, who have signed up to the research and have consented to their details to be passed on to the supplier? No engagement with users or potential research participants has been done prior to Discovery. The supplier who is awarded the contract will be responsible for finding and engaging with users and potential research participants. It may be that GM can assist, but this is to be determined after award of the contract and start of discovery.
