Summary of the work The Scottish Government Digital Directorate in partnership with SEPA are entering an alpha development phase. Prototyping a digital licensing service with continued user centric design key to this. We are currently looking to develop a common licensing service with UX design a key part of the core delivery team. Specialist role Designer Expected Contract Length 3 months with the possiblity of extension Latest start date Monday 16 October 2017 Maximum Day Rate £600 Who Speclialist Work With A multi-disciplinary agile team including agile coach, user researcher, front-end developer, back-end developer, tech arch, delivery manager, product manager and service manager. What Specialists Work On The UX designer will be required to work with the current delivery team and business to help ensure we are delivering a quality user experience for our digital licensing service. The specialist will lead on the best practices for user experience and work alongside our user researchers and BA to create a digital service prototype. Skills & Experience • •5+ years experience as a practicing designer • •In-depth understanding of user-centred design principles and tools • •A deep understanding and experience of visual design, interaction design, content design, and service design • •Confident sketching and prototype on paper and in other design tool • •Confident writing user-centric interfaces • •Proven capability to Lead a workshop • •Know how the internet works: confident in understanding the capabilities of independent web applications in delivering a cohesive service • •Worked extensively with user researcher and know how to interpret user research into actions • •Excellent written and verbal communication • •Demonstrable 5+ years experience working effectively with cross-disciplinary teams (with Research, Design, Software, Content and Product team members) • •Demonstrable 5+ years experience ensuring that appropriate user research and strategic level design thinking is intrinsic to making design decisions • •Demonstrable 5+ years experience planning and building digital products Nice to Haves • •Strong understanding of the Government Digital Service’s Design Principles and Digital Service Standard or Scottish Digital First Service Standards • •Experience of interface design is a plus Work Location The agile delivery team is co-located at SEPA Eurocentral M8 corridor Glasgow Working Arrangments The supplier is expected to supply a resource working within a feature team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team co-located at SEPA HQ at Euro-central in Glasgow. Security Clearance All staff must be SC cleared. We will ask bidders for details of key personnel, if successful the bidder will be asked for confirmation of security clearance. Additional T&Cs The initial term of the agreement will be for 3 Months with the possibility of extension for a period up to a maximum of a further 3 months. Is this outside IR35? This role is inside IR35 2. Are you able to estimate the likelihood of extension to the 3 months and how long do you see the work going on for, all being well? This role is for 3 months work until the end of alpha phase. A decision will be taken thereafter. Temp role will likely be advertised and fulfilled by fix term / perm roles if/when project progresses following successful alpha. 3. Would you look to clear someone for the role? Question requires clarity. If related to security clearance. It is expected that candidates are fully BPSS security cleared prior to application. Internal security checked will be carried out by us on successful candidate only. 4. You state in the JD that all staff must be SC cleared but in your answer to a previous question you state BPSS. Is the SC clearance a mistake? Any candidates currently holding baseline BPSS or SC clearance are eligible to apply. 5. Would you consider candidates with lapsed SC and Disclosure Scotland clearances from previous government roles? Unfortunately due to time constraints full clearance is required in advance. Current timescales to process Disclosure Scotland to BPSS is up to 20 working days, this would unfortunately impact on delivery. 6. If the service provider is a consultancy firm, would the role still fall inside IR35? This is dependent upon employment status. The rule does not apply if you as an agency/employer operate PAYE and supply in effect one of your employees. If contractors are supplied who are operating via a limited company then IR35 applies.
