Framework Agreement for Adult Care and Nursing Homes

Description

The Council is establishing a bespoke Framework under the Light Touch Regime (Regulations 74 to 77) of the Public Contract Regulations 2015 through which residential and nursing care placements will be purchased (the Framework). The Care Home Framework will be available for the Council, Southampton City Council and the Hampshire and Isle of Wight Integrated Care Board (HIOWICB) to purchase residential and nursing care placements from. Where the parties purchase residential and nursing care on behalf of another named party appropriate arrangements shall be in place prior to any placements being made. Lot 1: The intention is that the Care Home Framework will be open for the initial term and extension period for new Homes to join. However, the Council reserves the right to review this twice a year. At any review point the Council may take the decision to temporarily close the Care Home Framework to new applicants. If it does this, it will publish a notification on the Council's electronic tendering system which states the period of the closure and when this will next be reviewed The scope of the Care Home Framework will cover all client groups, both for short-term and long-term care and different purchasing arrangements such as block purchase. However, there is no guarantee that the Council will publish opportunities for everything named above. Homes will be able to apply for the Care Home Framework for any residential and or nursing care homes that are within Hampshire or a 25-mile radius of the border of Hampshire, including residential and or nursing care homes on the Isle of Wight. The Council reserves the right to extend the geographical scope of the Care Home Framework to enable it to make out of county placements. Before taking any option to extend the scope the Council will publish a notice on the relevant websites. The Care Home Framework is designed for organisations that provide and run residential and or nursing care homes. It is not suitable for other organisations including those who provide agency staff or other ancillary services for residential or nursing care homes.
