Description

The objectives of the Area Based Schemes funded by the Scottish Government, designed and delivered by local councils are to: Provide measures to private households in or at risk of fuel poverty that help to reduce energy usage and costs; Deliver the Fuel Poverty Strategy and Area Based Schemes programme; Enable and support eligible homes receiving support from ABS to have achieved an EPC rating of C or better by 2030; Ensure that householders, installers/workers and their families are protected against the risk of COVID-19 transmission; Secure Energy Company Obligation (ECO) and other funding/investment to maximise the impact of ABS projects; Administer and manage the ABS programme to ensure it is delivered fairly and effectively through transparent, timely and robust processes. The works required under this contract are to include the design, installation and supply of energy efficiency measures outlined below: Building Fabric Measures External wall insulation and Finishes Cavity wall insulation Hard To treat (HTT) cavity wall insulation Internal wall insulation Floor insulation Cold roof insulation Warm roof insulation Draughtproofing. Heating, Hot Water and Ventilation Measures Heating systems Heating controls and hot water cylinders Storage heaters Infrared and panel heating Air Source Heat Pumps. Renewables and energy storage measures Solar PV Electricity battery storage Solar thermal Heat battery The Contractor will be expected to assist the Managing Agent with marketing of the ABS scheme i.e., presence at community events and assistance with case studies. As well as collaborating with the Councils Managing Agent and their Clerk of Works the contractor may also be required to work in partnership with local Social Registered Landlords, other Council staff i.e., clerk of works or other contractors to ensure successful completion of projects. The contractor will be expected to support residents through their customer journey by proving a dedicated tenant liaison officer who will also work with residents and the managing agent to ensure residents are fully supported. A satisfaction survey must be completed by the contractor.
