Kent County Council (KCC) is the statutory authority responsible for the delivery of a highways service for the residents of Kent (excluding Medway and trunk roads and motorways). Highways and Transportation (H&T) is the intelligent client that is delegated responsibility for maintaining all highways assets for KCC. Within H&T, the Highways division delivers the operational services for highway related asset maintenance. The total value of all Highways Assets is currently estimated at £25bn. KCC utilises an overarching Highways Term Maintenance Contract for planned and reactive highway maintenance works. However, with the DfT’s 2023 announcement of enhance funding through to 2034, the capacity has arisen to additional wider pothole and surface reinstatement works on a programmed basis. Currently, these works are delivered through a preexisting framework which is due to expire August 2027. However, the Council wishes to explore longer-term contractual arrangements to deliver the remaining forecasted funding with a target contract commencement date of 1st March 2025. The total value across the county is estimated to be £100m, but may vary with the potential inclusion of vehicle crossover installations and gully cleansing.
