North of England Commissioning Support (NECS) are working for and on behalf of NHS Hartlepool and Stockton on Tees Clinical Commissioning Group, NHS South Tees Clinical Commissioning Group, NHS Darlington Clinical Commissioning Group, NHS North Durham Clinical Commissioning Group and Durham Dales Easington and Sedgefield Clinical Commissioning Group (the CCGs) who wish to commission a Direct Access Adult Hearing Service – Age Related Hearing Loss for the CCGs within the CCGs areas. North of England Commissioning Support (NECS) are working for and on behalf of NHS Hartlepool and Stockton on Tees Clinical Commissioning Group, NHS South Tees Clinical Commissioning Group, NHS Darlington Clinical Commissioning Group, NHS North Durham Clinical Commissioning Group and Durham Dales Easington and Sedgefield Clinical Commissioning Group (the CCGs) who wish to commission a Direct Access Adult Hearing Service – Age Related Hearing Loss for the CCGs within the CCG areas. NHS Hartlepool and Stockton-on-Tees CCG will be the lead for this procurement process. The contract is for an initial 3 years plus the option to extend the contract for a further period of 2 years at the discretion of the contracting authorities subject to satisfactory financial and contractual performance. The basic principles of the open procurement route will be followed to test the capacity, capability and technical competence of Bidders in accordance with the Light Touch Regime outlined in the Public Contracts Regulations 2015, ensuring a fair, open and transparent process in accordance with NHS (procurement, Patient Choice and Competition) (No 2) Regulations 2013. Under the Public Services (Social Value) Act 2012 the contracting authority must consider: How what is proposed to be procured might improve the economic, social and environmental well-being of the Clinical Commissioning Group Areas and how, in conducting the process of procurement, it might act with a view to securing the improvement. This will be tested via the response to the tender. NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential bidders. Accordingly, there will be no hard copy documents issued to potential bidders and all communications with NECS, including your submission, will be conducted via the In-Tend portal https://in-tendhost.co.uk/nhsnecsu/aspx/Home It is free to register on the portal, and it can be accessed at any time of day providing you have a working internet connection. Please note that tender documentation will be available to download via In-Tend on 16 January 2020. The deadline for submission of all tender returns is 12.00 noon on 12 March 2020. The contracting authority and NECS reserve the right to cancel the tender process at any point and will not be held liable for any costs resulting from any cancellation of the tender process or for any other costs incurred by those tendering for the contract.
